The problem is that the ruling elite is too strong. The ruling class has taken Pakistan by the scruff of its neck. And there are no signs that it will relinquish its hold. Even if mass protests start in all cities of Pakistan, it will still not make a difference. Only army can dispose off the ruling class.

There is no bigger or stronger mob than the people. During Iranian revolution, their military refused to back US-supported Shah, thus by backing the mob, he was ousted "illegally". Same happened with Mubarak during Egyptian revolution.
