15-th finance commission will use 2011 census to allocate funds to states. So
many non-Hindi states which did a good job in population contol wil lose lot of money.
Andhra will lose more than Rs. 24,000 crore per year. Tamil Nadu lose a little over RS. 22,000 crore and Kerala & West Bengal will lose Rs. 20,000 crore per year.
