A process of India’s and Pakistan’s accession to the Shanghai Cooperation Organisation (SCO) will be officially launched at the SCO summit due to be held in the Russian city of Ufa in July, SCO Secretary General Dmitry Mezentsev told reporters at a meeting of the SCO Business Council board in St. Petersburg on Wednesday.

"I believe the process will kick-start in Ufa," Mezentsev said. "First, a meeting of the foreign ministers’ council took place in Moscow following very professional consecutive work at the floor of national coordinators and at this stage a draft agenda of the summit is presented, where this issue had been put on."

Mezentsev said that "bids of India, Iran and Pakistan had been submitted earlier and now these countries are SCO full-fledged observers." India’s latest written bid for membership was "submitted by the country’s president in September last year ahead of the summit of heads of state."

The SCO secretary general recalled that "the country bidding for full-fledged membership should meet the requirements prescribed in all documents of the organisation, including in the SCO Charters."

"But along with this, the country that is granted with the right to join the SCO has to become a signatory under the organisation’s 27 regulations, part of which has a status of national law for SCO member countries."
Mezentsev noted certain restrictions for Iran’s possible accession to the SCO.

"In the SCO legal framework there is a provision that a status of a full-fledged member envisages that the country should comply with a number of regulatory acts, in particular the country should not be under the UN Security Council’s sanctions," he said adding that "It is clear that any country aspiring for the SCO membership should take into consideration a whole package of requirements the SCO demands from its new members."
"But at the same time we suppose that the organisation’s attitude to the bids will be worded at the Ufa summit," the SCO secretary general went on to say. "I can also say that the bids will be accepted with respect and attention."

On June 3 foreign ministers from the SCO member countries held a Council’s meeting chaired by Russia’s Foreign Minister Sergey Lavrov resulting in a joint statement saying that "preparations for the summit of the SCO member countries due to be held in Ufa on July 9-10 were on the table" and that "a decision to launch a procedure of India’s and Pakistan’s accession to the SCO as member countries will be crucially important."

The Shanghai Cooperation Organisation (SCO) is a permanent regional international association established in Shanghai on June 15, 2001. The SCO announces joint counteraction to terrorism, extremism and the boosting of cooperation in energy, oil and gas, transport, telecommunications and other sectors as its top priority.

Russia, Kazakhstan, Kyrgyzstan, China, Tajikistan and Uzbekistan are the current member countries, with Afghanistan, India, Iran, Mongolia and Pakistan having a status of observers and Belarus, Turkey and Sri Lanka - of dialogue partners.

The SCO population stands at 1.597 billion people, or one fourth of the Earth population, while the aggregate gross domestic product (GDP) amounts to $11.6 trillion.

. .
They say that every SCO meeting but it never happens.

. .
China does not want India involved and Russia does.

Both understand they can't let Pakistan in and leave out India.

Thus the delay.

Wrong, India has just now applied to join

Mezentsev said that bids of India, Iran and Pakistan had been submitted earlier and now these countries are SCO full-fledged observers.

India had formally applied for membership of SCO in its summit meeting in Dushanbe last year, saying it was ready to step up engagement with the grouping.

What are the advantages of being a full on member?

"The SCO announces joint counteraction to terrorism, extremism and the boosting of cooperation in energy, oil and gas, transport, telecommunications and other sectors as its top priority."

So how is that gonna work, with all the terrorism support that India is providing to spread cross-border terrorism in the neighborhood?

Wouldn't it be counterproductive to let India in?

. .
That's actually Pakistan you're talking about.
It would be counter productive because Pakistanis spread terrorism globally.

Pakistanis are terrorism lovers. They spread terror globally. There is no point in keeping them in any group which is against terrorism. The only cultural fit for Pakistanis are Arab groups.

India's systematic support for terrorist groups such as Mukti Bahini, LTTE, BLA, TTP is no secret any more.

And also India's resolve to dedicate huge amounts of money to destabilize and jeopardize economic development projects such CPEC is no secret.

This systematic support of terrorism by the extremist hindu govt of India should be a genuine concern and an end to it should be a precondition for her admission to SCO.

Involving India in SCO will not benefit its members.

They create bombs and call it "China killer", spread terrorism to their neighbor. Just recently stormed into Maynamar. Backstabbed Russia and got on their knees for uncle Sam.

This is not the kind of member SCO needs.

Iran and Pakistan must be made members so we can all secure a prosperous future for Central Asia on Eurasian terms. India do not share this goal.

These are revealed secrets only to Pakistanis along with other secrets like 9/11 was a jewish conspiracy, Israel is out to destroy Pakistan, ISIS is an American group, Taliban is Indian

And the world takes offense to Pakistanis saying Mukti Bahini as terrorists! They are freedom fighters, fighting against the ideology and culture of fascism of Pakistanis who were conducting genocide on Bangladeshi. God bless their souls, they will go to heaven!

India is the only $2 trillion economy in South Asia which is also expanding rapidly. Has political stability and is not involved in bowing to the arabs and exporting jihad.

There is a reason why the rest of the world comes to invest in India in billions and doesn't spend a dime in Pakistan. The same reasons why SCO is also lucky to have India while Pakistan is just a tag along.

Fanciful Pakistani theories that neglect realities on the ground find an audience only among other Pakistanis who are too eager to salvage what is left of their pride and desperately want to feel that their country actually provides something of value to the global economy and the world beside a culture of jihad and a supply of jihadis.
