China, Russia and India should start an Asian Space agency along with other countries who may be willing to participate.

It is possible but at this moment China and India are focusing on making and learning base technologies that will help in every future space endeavour. Neither us nor China will want to forego that learning curve right now.

Cooperation can brighten after this learning curve is completed in say about 2 decades. When both India and China will have achieved the basic blocks.
