PPP warns govt against campaigning for Kalabagh dam

The main opposition Pakistan Peoples Party (PPP) has expressed its concern over what it called re-launching of the campaign in support of the construction of the controversial Kalabagh dam by the PML-N government, warning that the move could bring disastrous consequences for the federation.

Talking to Dawn here on Saturday, PPP’s Parliamentary Leader in the Senate Saeed Ghani alleged that the government was intentionally touching the controversial matters in an effort to divert the attention of the nation from the real issues, including the Panama Papers scandal.

The PPP senator alleged that the present Wapda chairman had been writing columns in newspapers in support of the dam perhaps after getting a green signal from the rulers.

Mr Ghani recalled that the provincial assemblies of Sindh, Khyber Pakhtunkhwa and Balochistan had adopted resolutions against the construction of the proposed Kalabagh dam on a number of occasions.

“Is he [Wapda chairman] a representative of those having a particular thinking on the issue or a representative of the whole country?” he asked.

Mr Ghani asked the federal government to take action against the Wapda chairman, saying “a government employee should not be allowed to reject the resolutions passed by three provinces”.

When contacted, PML-N Chairman Raja Zafarul Haq rejected the allegation that the government was intentionally raising the sensitive matters to divert the attention of the people from the real issues.

“The Kalabagh dam issue has nothing to do with the leaked Panama Papers,” he said.

Mr Haq said the PML-N had a principled stance on the issue that the dam could not be and should not be built without a national consensus.

When asked about the Wapda chairman’s act of writing columns, Mr Haq said that people and experts in the field of energy and water were writing on their own in support of the dam. He said there were many people in the country who believed that had the Kalabagh dam been constructed, the country would not have been facing the present energy crisis.

Meanwhile, five PPP MNAs on Saturday submitted an adjournment motion to the National Assembly secretariat regarding the recent alleged statements and columns written by the Wapda chairman in support of the construction of the controversial dam.

“Three provincial assemblies have already passed resolutions against the construction of the Kalabagh dam. Publication of such statements/articles by the Wapda chairman will open a Pandora’s box,” says the motion, adding that “the Wapda chairman’s attempt is not only beyond his mandate but it is also leaving an adverse impact and challenging the unity of the federation”.

The motion has been submitted by former water and power minister Naveed Qamar, Shazia Mari, Nafisa Shah, Ijaz Jakhrani and Syed Ghulam Mustafa Shah.

Talking to Dawn, Naveed Qamar said that the Wapda chairman being a government functionary was required to take a neutral position on the issues, particularly on the controversial matters.

“He [the Wapda chairman] can’t take the position of a political party,” he added.

Saeed Ghani had also raised the matter of the Wapda chairman’s act of writing columns in newspapers.

Another PML-N senator, Ghaus Mohammad Niazi, had defended the Wapda chairman for writing columns and endorsed Mr Majeed’s viewpoint of initiating a debate on the issue of the Kalabagh dam.

Sherpao hits out at WAPDA chief for discussing Kalabagh Dam

Former Interior Affairs minister and Qaumi Watan Party Chairman Aftab Ahmad Khan Sherpao had decried the pro-Kalabagh Dam stance of Zafar Mahmood, chairman of the Water and Power Development Authority (WAPDA).

In a statement here, he said that this stance was politically motivated which was aimed at political point scoring. He said that it could be used as a political apparatus and gimmick in the next election. Since the assemblies of three provinces had already passed resolutions against this project, therefore, infusing new lease of life in this dead horse would create disharmony among the federation and its units, he said.

Hence, Sherpao said that this (dam) issue should not be played up for political considerations because Pakistan was in dire need of positive and constructive measures for the uplift of the masses. He apprehended that the Kalabagh Dam was detrimental to interests of Pakhtunkhwa as it would submerge Peshawar valley by bringing total destruction.

He said that all such efforts should be halted in the larger interests of the federation. He called upon the federal government to adopt meaningful and pragmatic measures for the Bhasha Dam which is a feasible project to help resolve the energy problems.

On Friday, Opposition Leader in National Assembly Syed Khursheed Shah also said that being a public servant, the WAPDA chairman should refrain from issuing statements over the Kalabagh Dam issue. He also said that the Kalabagh Dam issue was beyond the mandate of the WAPDA chairman.

He also said that the power shortage issue can be resolved through the construction of small dams, including the Bhasha Dam. He said that the government was trying to divert attention from the power crisis in the country by resurrecting the Kalabagh Dam issue. He stated that the chairman’s statements were against the spirit of federalism. He said that the chairman should first become aware of the basics of federalism before issuing such statements.

Dude, PTI don't have any problem with Kalabagh Dam. The main problem is with PPP & ANP. ANP govt didn't allowed it to happen before. Pervez Khattak openly stated that "If any expert assures me that KPK water won't be stolen than I am ready for it."

And what about those floods which come to Punjab every year? Moonsoon has arrived and we all will see floods coming in Punjab and after that CM will come to rescue Punjab wearing big boots :D

Awami National Party has opposed the construction and site of KBD.

Difficult to tell whether they're a bunch of halfwit, incompetent morons and hence unable to comprehend the benefits this project is technically-proven to bring to the people of Pakistan or a tool in greater conspiracy launched by foreign elements to pulverize Pakistan's long-term national interests - Depriving it of cheap, clean, and reliable power, huge water reserves to expand cultivatable land and boost agricultural output, and making it's people and infrastructure forever susceptible to devastating floods.

From a strictly ethical point of view, every-time a daily-wage worker returns home to his family empty handed because he couldn't find work at his local factory as it was shut down due to power outages, every time a family living in some small town has to go through physical and physiological torture because they aren't supplied water for even the most basic necessities of life, every-time a kid goes to sleep starving because there's simply isn't enough food in our country as swathes of potentially exploitable land lies barren because there's insufficient water to irrigate it - these vile conglomeration of egregious, self-centered individuals are to be blamed.

We should forsake any notions of prosperity untill these vermins are kicked out of polity and made an example of. Any misconception we have regarding the competence or intent of this scum will only continue to cost us more. The sooner we identify our veiled enemies, the sooner we're on the path to getting rid of them. And that is when we'll start to unlock our true potential as a nation.

When was the last PTI made a statement against kalabagh dam?

They haven't, just PML-N propaganda.

Awami National Party MNA Haji Ghulam Ahmad Bilour on Wednesday criticised Pakistan Tehreek-i-Insaf chairman Imran Khan for ‘supporting controversial Kalabagh dam’ and said talking about that dam was tantamount to conspiring against the country’s solidarity.

“Imran said Kalabagh dam was essential to control floods but he does not know that this controversial dam will displace the people of several districts, including Nowshera, Swabi, Mardan and Charsadda, and inundate fertile land,” he said.

Kalabgh dam is in the long term interests of Pakistan and it should be constructed but before that we need to build the consensus. Anti-KBD lobby has done a lot of damage over years by spreading disinformation regarding the project and its outcomes among their illiterate and emotional voters but the govts have often been complicit and did nothing in countering the propaganda through a concerted effort to educate the masses about it. Nawaz goon has been twice in the power before his third term and he did not do anything and it is really a surprise after three years of his govt, PMLn is raising this issue...of course this is totally an insincere effort just to divert attention from the panama leaks and to reduce pressure by the opposition against them. How come the Indian agent and the traitor Nawaz Nehru go against Indian interests?

PPP ANP and PTI won't do anything better for the country they will bear floods every year but dams they'll die for it...
Bhai Jan add PML N and MQM and all democratic parties tell me one credible thing they have done for the country in terms of changing the fortune of the state country

Kala Bagh dam is need of hour politics should not been involved in public projects which bring benefits to common man

This is why I criticise this Constitution which has nothing for common man to decide it's fortune

There should be veto nation can do to turn the ruling of parliments and Senate

For example if govt parliments decide to keep these snakes Afghanis in Pakistan as a nation in Constitution we have a power of veto to use through referendum system to over turn stupid decision of decades

Intelligent intellectual people should only run for MBA MPA seats not guys like achakzai who has no credibility or any sense of law and society how to run

IT was condemned by KPK before PTI got the rule.. but PTI in its tenure has never made any such foolish statement.. atleast i dont know of any...
