PPP’s failed foreign policy


PPP government is supporting America and deceiving Pakistan. The foreign office instead of protecting state interests is sleeping with the government and America. Almost all major countries of the world have realigned their foreign policies to protect their economic and geo-strategic interests in Asia and China. The top leaderships of Germany, France and UK have visited China for the last two years to bolster their bilateral relations while Islamabad is fixed on India. The infamous OBL raid, tragic Salalah Tragedy, the presentation of Baluchistan Resolution in US Congress and Hillary’s warning of Pak-US standoff on Pak-Iran gas pipeline have exposed failure of our government’s foreign policy. The policy already undermines national interests in the form of parasitic NATO supplies, likely establishment of Afghan-American military bases and Afghan-Indian military presence on our western borders, Afghan-US strategic deal and the alleged involvement of perpetual anti-state activities by the external forces in Pakistan including attacks on our installations and killing across the country. Pakistan needs to adopt a nonaligned foreign policy to protect its national and regional interests.

Pakistan’s economy will be better-off without America. Hillary’s statement to the US House Appropriations Subcommittee on Foreign Operations about shaky economy of Pakistan and $1 billion request to address its energy problem is misinformation. Pakistan has already spent $100bn (China Daily) on the so-called war against terrorism (SWAT) since 2002. It is not dependent on America’s alms. If Pakistan stops funding the SWAT today, it can spare $27.5mn daily. It can easily fund our education, health and energy sectors. Hillary had the cheek to discuss use of ‘firewalls’ (part of Kerry-Lugar Bill) to destroy Pakistan’s military and nuclear program. Military authorities have already rejected US aid. Latin America (CELAC) became economically strong after getting rid of America (The Imperial Way… P-2, Feb. 15, the Guardian). Obama renovated US energy sector with $6bn.Islamabad should end its support for SWAT and use tax money on taxpayers’ welfare and defense. Pakistan can fulfill its basic services and defense needs with a fraction of SWAT money being used on US war annually.

Pakistan is a victim of America’s policy of outsourcing its wars. It is an established US policy to force allies to fund its wars. A careful look will show that US and its NATO allies are benefiting from cheap oil (Iraq and Libya), supporting local economies by rebuilding war-ravaged countries and exporting manpower to them. Pakistan has been funding America’s Afghan war since 2002, but America wants to prolong its presence in the region. Due to a poor US economy, it expects Pakistan to foot bills so that it can establish permanent Afghan US military bases without American taxpayer money. Reportedly, Tokyo is paying $2.2bn annually to sustain 70 plus Japanese American military bases since the end of WW-II. In the name of democracy, the pro-US Democratic Party of Japan was continuously kept in power for 52 years to protect American bases from the Japanese demanding their eviction. The Japanese political model, including downsizing of military and denuclearization, is being implemented in Pakistan in the name of democracy.

Hillary said that US is waiting for the decision of the parliament on NATO supply route. The parliament cannot allow restoration of the NATO supply routes because it has failed to uphold its election promise of change for the last four years. The people of Pakistan voted against Musharraf’s policies in the 2008 elections. It was the democratic responsibility of the parliament to change Musharraf’s pro-US foreign policy to protect national interests instead of protecting America’s geo-strategic interests in the region, SWAT, and NATO supplies. Furthermore, the parliament failed to stop the NRO tainted PPP government from adopting SWAT as its own war. This not only allowed the government to undermine its resolutions but also destroyed our economy, international image and undermined territorial integrity of the country. The parliament instead of deliberating upon the future of NATO supplies should up hold the democratic demand of public and national interests by ending NATO supplies, downsizing US embassies, and removing all foreign operatives from the country.

Pakistan should protect its interests with China and Europe. Pakistan has been a victim of West backed attacks. A careful look at the timings of intentional violence and media onslaught in Pakistan will expose a clear strategy of arm-twisting Pakistan into subservience. For example, Mehran Base was attacked when PTI decided to hold rally in Karachi to block NATO supplies. Similarly, attacks on Pakistan’s military installations and personnel can be linked to US defense budgetary approvals, political developments and hearings in the US Congress and Senate. The Kohistan tragedy ahead of Hillary’s hearing is a case in point. In addition, media attacks on State institutions, especially military and the ISI, appear to be part of the strategy. Reportedly, London and Mumbai dramas were inside jobs to use acts of intentional violence to form favorable public opinion to protect geo-strategic interests in Asia.

Islamabad should confront US on proxy war and killings. The Chief Minister of Baluchistan while talking to the EU ambassador confirmed reports that external forces were involved in undermining the law and order situation in the province including killings. The West and India are openly involved in proxy war in Baluchistan and areas surrounding China. Pakistan should relocate 20 to 30 million Pakistanis to Baluchistan (and another 10 to 20 million in northern areas neighboring China) to secure country’s territorial integrity, national interests, revive economy on domestic consumption based economic model and generate millions of jobs. Both America (Homestead Law) and China (lifting 250 million people out of poverty) have successfully used mass relocation programs accordingly. It will free Pakistan to have independent foreign policy, strong economy and surplus jobs. Zulfiqar Ali Bhutto envisaged strong Pak-China relations based on equality as the foundation of our foreign policy. Quaid- e- Azam said that non-alignment should be the first guiding principle of our foreign policy. Therefore, Islamabad should tell the US that there will be no compromise on Pakistan’s interests.

America needs to change its flawed Asia-Pacific policy. America and its allies are pursuing a reckless policy, which will undermine the economy, peace, and security of the region. Washington should abandon plans of establishing permanent Afghan US military bases under the garb of the US-Afghan Strategic Treaty. Washington should settle its disputes with Iran diplomatically, lift sanctions against people of Iran and support Pak-Iran gas pipeline to end poverty in the region. Islamabad is not bound to follow the US and EU sanctions because they are not the UN. Hillary is bluffing because TAPI/ TAP or flagship EU gas pipeline project is near collapse (Feb. 6, Arab News).

America will have to change its Asia- Pacific policy to coexist with the world. Henry Kissinger has expressed fears of US-China confrontation in Asia and called for renewed Sino-US cooperation. In his book, On China, he warned that a cold war with China “would arrest progress for a generation on both sides of the Pacific” and would “spread disputes into internal politics of every region.” He supports Kevin Rudd’s Pax Pacifica policy of accommodating the legitimate interests of China and the US in Asia. Washington should cooperate not confront China and Iran in the interest of ordinary people in the region and the world at large. Thus, Islamabad has to adopt non-aligned foreign policy.

That Cold War started 10 years ago. We are a front-line state in it. The question is whose front-line state?
