Flyaway cost is around $200 million, the 400+ million was the system cost in our deal for 10 and even that only with a lot of political help of the US government. The normal system cost for a C17 is between $500 and 700 millions, which makes clear why we should opt for an alternative to use the money with the best efficiency.

Of course not, that would be too much. But the IL476, C-2, A400M, maybe not likely but theoretically even the AN70. All of them can carry outsized loads including vehicles or helicopters, which medium sized aircrafts like the C130 can't. It's not range or payload that is important in these disaster relief missions, but to have a large cargo hold size and if necessary to operate from smaller airstrips than civil airliners can.

Il-476 for one

Although Ruski planes are known to have long downtimes and require more man-hours per flight hour in maintenance than Amreekis resulting in less sorties. Requires 2 more pilots. Probably less fuel efficient. But flyaway cost is a quarter of the C-17.
