The picture you posted clearly illustrates that the lowest growth % of Muslims at 24% is same as the highest growth % of Hindus.

The Hindus grew by 3 times in absolute numbers from 303 million to 966 million while Muslims grew 5 times from 35 million to 172 million.

The decrease in rate of growth for muslims is what I am illustrating. It will probably be below 20% for the currrent period of 2011 - 2021 and drop further still. It (muslim pop growth rate) is declining, certainly not growing at 30%+ per decade like before. With BJP solid mandate given in UP and most of BIMARU, there should be excellent progress in bringing down population growth further....and stressing on quality over quantity in all spheres.

As it stands, a 20% decadal growth rate it around 1.8% growth per year. Pakistan is growing at 2.1% per year in population by comparison, so Indian muslims are demographically ahead of them....but behind Indian current average (of 1.2%). Interesting to note muslim majority BD is also around 1.2% growth per annum so we can take some cues from them how to tackle the demographic stage of current Indian muslims better along with seeing the relevant areas of already low muslim population growth within India itself.

I for one believe Muslims are not a solid edifice of resistance to contraception, family planning etc....as seen by this declining population growth and the very low fertility rate and population growth rate found in say Iran, Turkey and Indonesia and many muslims even in India already. This just needs to be expanded and improved upon.

Incentives can also be offered. I am thinking one can have an aadhar "plus" card etc if you have just 2 -3 kids etc which gives full access to PDS subsidies whereas regular aadhar only gives limited (and you tweak this according to target population/target area demographic dynamics etc).

1) Muslims in India are citizens of India and have the same rights as other Indians

2) If Muslims of India wants to emigrate to Pakistan, no one in India would forcibly stop them but Pakistan would never accept them.

3) Pakistanis claim racially superiority over other Muslims of the subcontinent. Pakistan would support creation of other Muslim states like Bangladesh carved out of India but would never accept other subcontinent Muslims as part of Pakistan. There is a reason why Bangladesh was born.

If the basic rights of a everyone involved in a marriage cannot be guaranteed by state or laws do not extend to that level, it can be hard for a state to decide on this matter.

But certain areas, it applies to for sure. Parts of UP and Bihar, many muslims still having 5, 6 kids etc.

Muslims are not homogeneous people, no one is in India. Even BJP membership is not homogeneous....it has changed greatly since babri for example.
