The whole governance system is based on bhatta and rishwat. It's all well and good to blame one political party for these ills but the fact is, this cancer is present from Khyber to Karachi. From the president to the lowest chaprasi who won't let you anywhere near him without the offering of a bribe. This is why I believe police or rangers operations will not solve this problem. It requires the society as a whole to do some soul searching and together work at combating this cancer. But no, some Pakistanis love it when the blame is placed on the "other". They feel vindicated that they can never do any wrong and the problem lies with the foreign funded "other" and not themselves.
