I think, eventually, we'll see a long-range evolution of the HQ-16/LY-80. The LY-80 (ver.2/HQ-16B) is at 70 km, so it wouldn't be surprising if a 100+ km version comes down the line (with active radar-homing). The PN must have bought the Type 054A with the understanding that a good long-term evolution path is in place.

That is reasonable for the future, but in PNs case, with respect to dealing with Brahmos, time is survival. To get time, you need range for both detection and engagement. The sooner you see it and engage it, the more likely you are to survive it. From my perspective that means getting the longest ranged missile and a larger number of missiles. I would go for the HQ-9 now and i a longer ranged HQ-16 is developed, that could ve acquired down the line, but frankly if PN doesn't develop some reliable air defense it will be in trouble

Specially for hunting groups of ships and in particular carrier based groups, while shooting from the comforts of the Submarine under the water.

Frankly, i dont want cells occupied for anything other than air defense unless you have quad-packed SAMs. You need range and numbers for saturation strikes especially against a missile like Brahmos. With only 32 cells and 40km range (maybe up to 70km) you need all the missiles you can get for fleet defense.
