They were likely burning files, it probably caught on a curtain and got out of hand hence the call to the fire brigade.
That's okay. People in the bureaucracy etc have copies of whatever they have burnt, when they are leaned upon by the new government they'll spill the beans.

Politics is a dirty business, there are most likely copies of these files. And considering our politicians, they are shameless @$$holes who will sell their souls to the highest bidders, so most likely we will see them resurface when the right price is reached or when push comes to shove.

This is why moving everything to electronic system is important.
Congress and their secularist brigade knows that they are losing the election, which means that the new Modi government will be investigating on the scams and the loot that Congress did in the last ten years.
So what to do?
Just burn all the files.
The only way to ensure that such dirty politics is not played ever after this is to ensure, never to allow these scumbags to ever come in power again.
They are scared shitless, not desperate.
They tried for 12 years to stop this one man from coming to power in his own state. Now he is becoming the country's PM with the ability to take command of the most difficult situations. Other than that, what's worse for Congress and their cronies is that they are seeing people ACTUALLY WANTING NaMo to take control like never before: an act of voluntary empowerment of a PM never seen before in the history of this country. Nehru ruled over an illiterate mass.
Indira ruled with an iron fist, Rajiv ruled over a crowd that was already meek and submissive due to years of Indira rule. Sonia ruled over people using religion and communal politics but also in an era where digital media, social networking, news and internet rules knowledge and majority Indians are educated. Which means she tried to repeat what her MIL did, only in an era of information, knowledge, internet and a free media unlike 70s.
THAT resulted in public disillusionment and anger towards the dynasty.
And when their arrogance spoke about how they are trying to stop a common, honest leader from taking public mantle, people got angry and started supporting the one man who could forever change politics. NaMo.
