IT companies relocating as Pakistan gets tax-hungry
Private company official says additional tax measures hurting services sector

LAHORE: Nearly 40% of Pakistan’s companies that provided IT services have moved their business to the United Arab Emirates, largely due to the 8% additional tax on revenues levied by the government in 2015-16, said Sajjad Syed, chief executive officer of Excellence Delivered (ExD) Private Limited .

ExD outsources non-core operations and is currently working with consultants. Their primary job revolves around helping businesses in structuring IT systems and solutions.

Pakistan’s IT sector more robust than before

But the levy of 8% additional tax has not just hindered the growth of such companies, but forced them to move elsewhere. “The decision of imposing tax on IT services to generate additional revenues is actually proving to be fatal as several small companies have moved their offices to Dubai, a tax haven and only 1.5 hours away from Pakistan,” Syed said in an interview with The Express Tribune.

“This will not bode well for the IT sector as the growth of this booming industry has already been stunted and companies are seriously re-evaluating their expansion plans in Pakistan.”

Syed, who has previously worked as managing director of German company Systems, Applications and Products (SAP) for Pakistan and Afghanistan, added that examples of such draconian tax measures are hard to find. “There is no other country in the world which has levied tax on revenues of IT services companies.

“As a matter of fact, they are subsidising the IT sector. We are not demanding a subsidy but such high rates of tax are hurting growth prospects.”

Syed said companies now prefer working on a cash-based system, which is hurting whatever tax revenue projections the government had made. “It is Dubai that is seeing an increase in employment and business – not Pakistan.”

While most officials have appreciated the growth of the IT industry in recent years, there remains a need to keep progressing in the area. Syed stressed on the need to conduct a formal study that would capture the size of the industry.

“Its contribution could be in danger as companies that have moved to Dubai have little compulsion to hire a Pakistani, they can hire an Indian or Sri Lankan for the same job,” Syed said. “We are moving our capital to Dubai and employment to India.”

Tax collection is natural process world wide IT companies should shut up and pay and ask more $$ from clients to compensate for taxes

Here is comparison
When Company moves from Pakistan to UAE , they appear only at high level to may be some cost

Reality :
Cost of Running business in UAE = Higher
Cost of offices in UAE = higher
Cost of all office services = higher

  • Workers move abroad and have to rent property in UAE = $$ Money lost again
  • Workers in UAE have to commute to work = $$ Money lost again
  • Workers want to visit Pakistan for key days = $$ Money lost again
  • Overall satisfaction is superficial in UAE as families also sometimes have to pay high cost for their children education etc
  • Children are bit confused with duel identify in UAE/Pakistan
Lets not forget UAE is desert in end with big buildings


Alternative:
Pay Minor increase in Taxes in Pakistan

> Benefit of running Business in Pakistan
> Closer to customer base local
> Workers like closer to home and happy with families in Pakistan
> Workers save cost of travel between UAE - Pakistan
> Salaries in Pakistan can be negotiated comparative to Pakistan market
> Have access to interns graduating from Pakistani Universities
> Children get to enjoy local national days in Pakistan more self aware


When you live in Pakistan you enjoy all season and weathers (Rain - summer- spring - winter)

this is a made up statistics because even with 8%b tax Pakistan is a competitive location to do IT business..
there is a huge setup cost of doing business in UAE and not to mention the relocation of all staff..the cost of living is very high..so wages tend to be very high..and then you are going away from a large pool of interns and future potential employees! Further if anyone is going to relocate to UAE it is most likely to be export of services and as with all exports there is no tax on it..So Pakistan still is the competitive destination for services export.

Many of these so called IT companies are money laundering and crime fronts like Axact..IT Industry has become the top favorite choice of money laundering because it can be stuck into any sector like glue from banking to finance..why are Indians grabbing the top shop CEO positions in American IT Empire?? It has less to do with talent and more to do with same money laundering and tax evasion..Indian management with Indian back office in India create the perfect closed door management necessary for financial secrecy...

They are not re-locating any actual business to UAE but just paper accounts and large chunks of money which they did not gain by any actual taxes...However their hype of relocation is two fold..

1. To create an impact for possible reversing of decision.
2. To hide from tax man their previous black income because now the defacto answer for any inquiry will be "We relocated business to uae"..plain and simple..

With the CPEC initiative local talent would have ample chance to stay in Pakistan and deliver innovative solutions

With improvement in Energy / infrastructure the environment would be ideal for local run businesses to provide quality services

They have to pay taxes as every one else but i think it would be great idea to give 10 years where they dont need to pay tax on income only salaries. Pakistan need to create more jobs and cant afford losing these companies. Pakistan isnt first choice to start IT company we have to give some thing different. Not only IT companies but all other sectors to sports, textile, dentist equipment, carpets , cars etc etc

I doubt any one of them even pays taxes in first place. IT companies have no resources to relocate in the first place. The taxes in pakistan are at the lowest end so dont know what kind of bogus source is being used. Pakistan will always remain IT hub as labour cost is very low. Looks like a monoply in IT industry is trying to get taxes reduced.

Do you worry about Taxes in Pakistan. Ask the Pakistani living in Canada, How much taxes, they PAY, yOU WILL BE SHOCKED.

Lets see how these companies manage to give their employees atleast 5 times higher salary plus at least 3 times higher administrative and other costs than Pakistan.

In the end Finance minister will say: "Oh mela bacha, IT industry bahir ja rahi hai? Koi ni (hamza ky poultry farm ka) chicken khao chicken!"
