Not so much Exiting ISRO instead sending our own Navigation satellite of IRNSS. Choose to launch foreign satellites, If The Our Satellite is choose we would be able to get IRNSS Complete before.

Only Rocket is our where as all satellites are of foreign

That way, go back to 1984 or to the original in 1974 or give all credit to Nehru. Nothing was started by Narsmiha Rao, atleast not directly helping to test nearly 4 years later. It is true that he did tell Vajpayee it was upto him to do what he himself couldn't but essentially he backed down from testing(correctly imo - economy was still in a mess) under American pressure.
