New Delhi: Ahead of Prime Minister Narendra Modi`s visit to Bangladesh likely in the first week of June, the country`s envoy Syed Moazzem Ali on Thursday expressed happiness over the Land Boundary Agreement (LBA) with Bangladesh being "finally settled".

On the other long-pending issue of Teesta water sharing accord, the envoy said there was need for greater collaboration between the two countries to "conclude Teesta as soon as possible".

Ali expressed his "deep appreciation" to Modi and the NDA government "for the farsightedness and wisdom shown in early conclusion of LBA".

According to the high commissioner, Bangladesh Prime Minister Sheikh Hasina "actively pursued the negotiations" on the land swap deal with Modi during their meetings, both in New York in September last year and in Kathmandu, where the two leaders met on the sidelines of the SAARC summit in November last year.

Besides, Hasina was also "directly in touch" with Modi, the envoy said.

He hailed the resolution of the two border issues, including the maritime boundary and the LBA.

In January this year, the UN tribunal ruled in favour of Bangladesh in the maritime border dispute and awarded it 19,467 sq km of the 25,602 sq km sea area of the Bay of Bengal.

He said with the LBA and the UN ruling on the maritime border, the settlement of their borders was done. "Good borders make for good neighhours," he said, adding that it can otherwise lead to tension.

Speaking at a programme organised by the Indian Association of Foreign Affairs Correspondents, Ali said he hoped the process of implementation of the LBA "will start soon and the process completed in six months".

The land swap agreement envisages transfer of 111 enclaves with a total area of 17,160.63 acres to Bangladesh, 51 enclaves with an area of 7,110.02 acres are to be transferred to India.

A 6.1-km undefined border stretch will be demarcated with the bill being passed.

On Modi`s proposed visit to Bangladesh, the envoy said hectic preparations are on but that "no date has so far been finalised".

He said the details of the programmes, including the places Modi is likely to visit, were being worked out.

He also said there has been significant progress in terms of bilateral relations and praised the government`s "neighbours first" policy and the sub regional integration.

Ali said: "If India has to look east, the first country it will look upon will be Bangladesh."

On May 7, India`s parliament passed the constitutional amendment bill relating to the Land Boundary Agreement with Bangladesh.

On Teesta, he said there was no new talk or negotiation on the river and that the accord was finalised.

According to him, the West Bengal government is "asking for some package deal from the central government".

"If they can reach an accord during Prime Minister Modi`s visit, we will obviously be happy," he added.

Ali also said the bilateral joint commission on sharing of river waters was not very effective and proposed that they could form a joint river basin management authority.

He said he wants to assure India that Bangladesh will take every step possible to ensure law and order situation in the region.

On security, he said the issue had bedevilled relations in the past, and that Hasina has "stated categorically that Bangladesh territory is not to be used by any terrorist to launch any terror assaults".

He also proposed that India and Bangladesh could jointly help solve the problem of the Rohingya refugees.

Pacts to share power generated in Northeastern States likely
India and Bangladesh will sign a series of agreements during Prime Minister Narendra Modi’s visit to Dhaka in June, ushering in plans for road, rail and port connectivity and energy tie-ups. Mr. Modi and his Bangladeshi counterpart, Sheikh Hasina, will flag off a Kolkata-Dhaka-Tripura bus service.

The two countries are in talks to set up bus links from Dhaka to Shillong and Guwahati, and may sign energy pacts to share power generated in the northeastern States, officials told The Hindu.

“The main purpose is to save people time and money,” Bangladesh’s High Commissioner to India Syed Muazzem Ali said, referring to the fact that at present, connectivity to Northeast India is through the narrow Siliguri corridor or “chicken’s neck.”

“We need full understanding and cooperation for this, and we do hope PM Modi’s visit will pave the way,” the High Commissioner said, speaking to members of the Indian Association for Foreign Affairs Correspondents ahead of Mr. Modi’s visit to Dhaka, expected to be for two days between June 6 and 10.

On whether India could benefit from links to the Chittagong port as well, Mr. Ali said that would depend on India restoring full railway links.

Dismissing concerns about China, which had reportedly decided to invest in the Pyra deep-sea port project, as “seeing ghosts in the neighbourhood”, the High Commissioner said Bangladesh wanted a “consortium of countries to invest in, and benefit from, the deep-sea port”.

India and Bangladesh should move to bridge the “suspicion gap” and put inter-regional connectivity first, Mr. Ali said.

The High Commissioner complimented the government for clearing the land boundary-related constitutional amendment in Parliament, so that Mr. Modi can sign the agreement in Dhaka.

Dhaka: Prime Minister Narendra Modi will undertake a two-day state visit to Bangladesh from June 6 to further bolster bilateral ties, the foreign ministry here said on Tuesday.


Modi would make his maiden visit to Bangladesh after being invited by his counterpart Sheikh Hasina following his election last year, the foreign ministry said in a statement.

"The visit is expected to further strengthen the excellent relationship between the two countries," it said.

The statement said the two premiers would hold talks to review the "entire gamut of bilateral relations" while Modi will also make a courtesy call on President Abdul Hamid.

The statement came hours after Indian High Commissioner in Dhaka Pankaj Saran joined a meeting with Bangladesh officials at the foreign ministry to finalise the protocols and other issues related to the visit.

Officials familiar with the meeting said besides the talks with Hasina and Hamid, Modi would join a function at premier Dhaka University, deliver a public lecture at Bangabandhu International Conference Hall in the capital and visit the National Memorial at suburban Savar to pay tributes to martyrs of 1971 Liberation War.

BNP welcomes Modi's visit, says its stance not anti-India | Zee News


Dhaka: Hoping that Prime Minister Narendra Modi's visit will strengthen bilateral ties, Bangladesh's main opposition Khaleda Zia-led BNP on Wednesday said it is not anti-India but its stand on issues like border killings and Teesta water sharing reflects the common public opinion.

"We hope the upcoming visit of the Indian Premier will strengthen the existing ties between two neighbouring countries," Bangladesh Nationalist Party spokesman Asaduzzaman Ripon told reporters at the party's central office here.

He said the Indian Prime Minister has travelled to neighbouring countries for the stability of the region and "we also hope he will want the establishment of a democratic government for the stability and democracy of Bangladesh."

Indo-Bangla ties have witnessed several ups and downs since Bangladesh's 1971 Liberation War against Pakistan.

The ties are said to have reached their lowest ebb during the 2001-2006 period when the BNP-led four-party right-wing government was in power with the fundamentalist Jamaat-e- Islami being a major coalition partner.

"We are not anti-India, though BNP's stand on the issues of border killings and Teesta water sharing reflect the common opinion of the people of Bangladesh," Ripon said when asked about BNP's past stance with respect to India.

Modi will undertake a two-day state visit to Bangladesh from June 6 to further bolster bilateral ties.

In December 2013, Zia had asked India to "respect the aspirations of the majority Bangladeshis" as Bangladesh's politics had taken a turn over a tussle between BNP and the ruling Awami League over general elections.

"India does not have any special relation to any specific party or group, India's relationship is with the people of Bangladesh," Ripon said.

The details of Modi's visit are yet to be made public, sparking speculation here on whether he would meet Zia.

Ripon declined to comment on the matter, saying, "We want to keep it a secret. We will let you all know when the time comes."

Being the next-door neighbour and having an over 4,000 km pourous border with Bangladesh, India largely features in Bangladeshi politics with the ruling Awami League largely considered as a traditional ally of New Delhi while BNP is known for its anti-India stance.

The party, however, has tried to repair its ties with India with Zia visiting the country on an official invitation in November 2012 which was seen by some analysts as a bipartisan consensus in Bangladesh over its relations with India.

India-Bangladesh to have formal agreement soon to take back illegal immigrants

The records of the ministry of home affairs claim that 28,131 illegal infiltrators were deported to Bangladesh up to March 2014, but majority of them were pushed back on the international border, as there has been no arrangement of deporting them through official channel. There have been common practices of these immigrants returning back to Assam again after being pushed to Bangladesh.

In past two years Assam has deported only 134 illegal immigrants to Bangladesh, even though 36 Tribunals, tasked with detecting the foreigners, had found as many as 5,652 offenders between 2010 and 2012.

The dismal record of deportation, where only 134 of 5,652 people were deported, is also an indication of the futility of the whole exercise when most of those declared illegal immigrants just vanished in absence of any official arrangement of deportation.

Delhi: West Bengal Chief Minister Mamata Banerjee will accompany Prime Minister Narendra Modi on a two-day visit to Bangladesh beginning June 06, as per reports on Wednesday.


PM Modi's visit to the neighbouring country is aimed to inject new momentum in the bilateral relationship by enhancing cooperation in connectivity, economic and other areas.

During the visit, part of his policy to deepen engagement with India's immediate neighbourhood, PM Modi will hold wide-ranging talks with his Bangladeshi counterpart Sheikh Hasina on the whole gamut of ties and ways to move forward further, as per PTI.

Ties between India and Bangladesh are on an upswing ever since Hasina government came to power in January, 2009.

Modi will be visiting at the invitation of Hasina who had extended the gesture through telephonic talk and writing a letter soon after Modi had led BJP to a landslide win in Lok Sabha elections in May, 2014.

Thereafter, the two leaders had met on the sidelines of the UN General Assembly session in New York in September last year and then again on the margin of SAARC Summit in Kathmandu in November the same year.

Earlier this month, Parliament had passed a historic constitution amendment bill seeking to settle India's 41-year-old border issue with Bangladesh. The bill will operationalise the 1974 India-Bangladesh Land Boundary agreement that provides for exchange of 161 enclaves adversely-held by the the two countries.

Ahead of Modi's visit to Dhaka, Union Home Minister Rajnath Singh had aid in Kolkata that India and Bangladesh would soon approve the long-pending Teesta river water-sharing agreement.

The Teesta deal was set to be inked during the then Prime Minister Manmohan Singh's visit to Bangladesh in September 2011 but was postponed at the last minute due to objections by Mamata Banarjee.

The Teesta water is crucial for Bangladesh, especially in the leanest period from December to March when the water flow often temporarily comes down to less than 1,000 cusecs from 5,000 cusecs every year.

Bangladesh is an important trading partner for India. The two-way trade in 2012-2013 was USD 5.34 billion with India's exports to Bangladesh accounting for USD 4.776 billion and imports USD 0.564 million.
