PM Modi for indigenous manufacturing to cut defence budget by 50% | Zee News

New Delhi: Noting that India imports defence equipment in large quantity, Prime Minister Narendra Modi on Thursday emphasised on indigenous manufacturing to help slash the defence budget by 50 per cent within a decade.

Addressing an event here, Modi also stressed on developing "local" technology to help people deal with daily challenges as well as the need to provide a proper environment and mobilise resources to encourage "innovation".

"Today our nation imports defence equipment in large quantity. Is it not possible that our institutions concentrate in the area of defence and research and prepare a human resource development pool which will help in making equipment cheaper to the extent that outside importers use this talent for manufacturing. India can be a global market if we do it.

"If our institutions decide today that we will be able to cut down defence import by 50 percent in next 10 years, then the amount we save on our defence budget will be pumped into the education sector. Will it not be a big gain? We will be self-reliant," he said.

Society is becoming technology driven and it is essential to look towards affordable technology, Modi said addressing 'Visitors' conference at Rashtrapati Bhavan.

He also released an 'IMPRINT India' brochure and handed over the first copy to President Pranab Mukherjee. 'IMPRINT India' is a Pan-IIT and IISc joint initiative to develop a roadmap for research to solve major engineering and technology challenges in ten technology domains relevant to the country.

Modi said there could not have been a century where technology played an important role as much as it does now. "As long as we are dependent on outside technology, issues will continue to remain and therefore, science is universal but technology is local. This is needed," he said.

The Prime Minister also stressed on the need for

strengthening primary as well as higher education.

"If primary education is necessary as it helps in making one's character, we should also concentrate on strengthening higher education as it is important so that one can aspire to touch the sky. If primary education makes the foundation strong, higher education helps in building the nation," he said.

"We have to think how we can consolidate on sustainable technology and for that innovation has to be promoted. Millions and millions of challenges are there but a billion minds are also there. But as long as these minds are not linked to innovation, I don't think we can even feed these minds.

"We are grateful that we have billions of minds but as long as we do not give a proper environment, develop a mechanism, mobilise resources, then these minds will be useless and therefore, there is one way to make realise our dreams and that is only through innovation," Modi said.

He said these days global warming and environment are being talked about in the world. For some countries, global warming is an issue of concern and for some it is an area of marketing.

"They have already decided to convert global warming into a marketing opportunity. For India it has become mandatory for future generations to bring forth innovation which are cheap, good and also easily adaptable by common people and if we are able to do this, billions of people will be able to adopt it," Modi said.

So Modi wants to cut the defence Budget to 0.95% of the GDP
That will mean that Indian defence budget will only increase to 50 Billion USD from 40 Billion USD by 2020, a minor 20% increase over a 5 year period

don't be emotional.. it need lot of ground work to achieve such target... am not sure about his greatness.. even if he have indigenous defence hubs... cost will not that low as you are expecting... and the price of defence products will increase year by year... I don't buy such paper statements.. I prefer realistic achievements..

Already the cost of defense equipment made by the Government owned companies is way less compare to what we import , Foreign defense equipment is costly and in the coming years, Indian defense industry will get orders even from other countries.

@Hindustani78 yaar, you should have write the topic properly. I was about to abuse Modi when I came to know defence budget will be halved.
I think defence budget should be 2.5-3% with indigenous manufacturing.
By that we will be able to have a much capable military.

Indian Military is going through modernization and most of the equipment we will buy from Government owned companies and the result we will see after 5 to 10 years.

Well, in 2020 we will see the he major improvements in our human developmental attributes. By 2020, literacy, poverty and HDI etc. will catch up with world average but it will take 2025-30 to count India in the league of US, Russia or China.

Its simple.. i have said the same thing a month back where i said decrease direct imports tranche by tranche and increase make in india part respectively year on year in the def budget procurement program. Unless super critical and cannot be made under MII dont procure system outright from abroad directly..

Actually its mainly about the expanding the industrial infrastruture in India in all the sectors, be it ship building, aircrafts production line, gas turbines, Nuclear plants etc.

Its like upgradtion of all the sectors.

Good thinking by Namo and You but question is it possible to slash down Defence budget upto 50% or just 50% foriegn exchange saving. TOT manufacturing is not always benificial and sometimes more costly.

Our indigenous defense equipment are cheaper compare to foreign equipment and its like we can buy 2 when its indigenous.

Two thing first does our indigenous equipment deliver the same capability and advantage, and second is it a foriegn equipment manufactured with license.

A noble objective that I feel is aimed at the masses. No firm commitment has been made, all the PM has said is "it would be nice" to do this. But, as he is aware, the world is not a utopian place and the globe is getting less unstable with each passing year. If Modi didn't take defence seriously he wouldn't have made Doval the NSA, the PM is no fool.

Long term India's defence budget as a proportion of GDP should be reduced but given the size of the Indian economy today) defence spending is already far too low (1.78%= only $40BN USD).

20-30 years is a more realistic timeframe IMHO.


Having said that, where are all the idiots who have labelled him a blood-thirsty hawk set on global military domination? I saw many British media article in May 2014 rushing to call him "India's Putin". These statements, even if they do not signal an explicit policy, are welcome as it is reaffirming many ideals India has tried to articulate over the years- peaceful rise, uplifting all Indians is the priority etc etc

In certain cases importing is needless (the basics and increasingly advanced systems) but until the Indian military industrial complex is world class on all fronts it is pretty silly to arbitrarily state we will be 100% self-reliant by X date. You may be able to get 2 LCAs for 1 Rafale but the 1 Rafale may be as capable as 3-4 LCAs (if not more).

This is a far more nuanced discussion that simply stating figures would not present.

Indeed and, to be fair, this is an extension (at least in the defence sector) of past policies and DPPs- "Buy and Make India" has been a staple of large defence deals for over a decade now- at least on paper.

I am still eagerly awaiting the new DPP that Marrikar had promised "in 2-3 months" in March 2015 that is said to make incentivise MII significantly.
