That is what I am suspecting. Rumour has it that the Federal Government has decided to move PIA's primary hub from Karachi to Islamabad, and lease Karachi Airport to Etihad. Don't know how it works though. Airports are operated by Civil Aviation Authority, not airlines. The way things are going they might just consider moving Quaid-I-Azam's tomb to Islamabad as well.

Actually moving HQ from Karachi to ISB is a good strategy to root out corruption and incompetent people.
