Don't agree what he said about Motorway. Motorway was an amazing thing done by our government. I mean most advantage no doubt went to Upper and Middle class. But thing is, most countries concentrate on developing their middle class.

Those countries have a middle class majority. We have a relatively small middle class with a largely ignored lower income majority. Our policies have to first create a large middle class before our services and projects can be focused on them.

Agreed.

Pakistan has a middle class minority, but because of the overall size of the population, it has a comparatively large middle class (e.g. 25 m people?). So it's difficult to ignore their needs, especially if they can impact the elections.

The best way is to find overlapping interests, e.g. cleanliness, sanitary water, electricity, safety, access to services (e.g. identity cards, etc) affordable education and healthcare, etc and aggressively focus on those. You'll basically fix the infrastructure and places both (middle and poor) are using while enabling both to move upwards.

But some innovation is also needed. Besides emphasis on public transport, we also need to see how we can reduce total fossil fuel consumption (and improve air quality). For example, we need an electric car project plus a growth in power plants (which will use fossil fuels); we wouldn't go green 100%, but we can exponentially lower the number of fossil fuel burners if we can switch to electric cars that feed off oil/gas/coal-powered grids.
