Plan for naxal-hit districts prepared with army

New Delhi: The Centre on Monday finalised a developmental action plan involving the Army to deal with the menace of naxalism in districts worst hit by the problem, particularly in eastern India.

The 'Saranda Action Plan', prepared by Rural Development Ministry, will be implemented firstly in Jharkhand's naxal-hit Saranda district after a meeting with state's Deputy Chief Minister Sudesh Mahato, CRPF Director General Vijayakumar and other top officials.

"Tomorrow, a seven-member team from the ministry is going to Saranda. We had a discussion. We have prepared an action plan," Rural Development Minister Jairam Ramesh told reporters here

According to the plan, immediate priority is to distribute solar lanterns and bicycles, construction of prefab houses for BPL families under the Indira Awas Yojana (IAY) and bridges with the help of Army and special water supply - hand pump schemes.

On seeking Army's help, Ramesh said "we need very quick visible results on the ground. We are looking at prefab housing, prefab bridges rather than spend months and months in construction work. We will take the help of the Army also in this because they have expertise in the area."

Top Army officials made a presentation to the ministry on what it can do in these areas, the Minister said.

"We have already taken up development activities in Narayanpur and Vijaypur. We don't want to take up on a large scale, because the Army should not be visible," Ramesh said.

I think IA should not be involved such things. Whats wrong in giving this job to Private companies through competitive bidding ? I hope IA should charge more than what others will charge simply because they will provide quality in short span of time.

It is not that the Army is being deployed to conduct anti naxal operations. Army may be called for implementing the welfare and development projects. The advantages that the Army brings to the table are many.
1. Any civil governmental or non governmental agency will need security which will put a further strain on the resources of local/central police force. These local/central police forces have not been doing too well in the first place and have also earned the wrath of the local population in many places due to their inept handling of the situation. With the Army, the security angle is automatically taken care of.
2. The Army will execute any task given to it in quick time, competently and without giving excuses.
3. Political interference with the project will be negated. This is important since the state governments in these areas are run by parties different from the central govt and there is a possibility that petty point scoring squabbles may delay or render the development projects still born.
4. Lastly, the factor which to my mind weighs most heavily is that this is a golden opportunity for the Army to obtain local data and intelligence while executing these projects. Should the Army be called in to carry out operations in these areas tomorrow, this information will be invaluable.

real naxals are sitting in lutneys of new delhi right with in indian govt.with in educational institutions and indian army is gonna just fight wrong foes poor tribals but not real enemy.

All Naxal affected area has less case of Bribery and less politician earning....

Police force s h i t s in thier pants when they see red flag coming in their direction.
They are simple village farmer trained just to handle weapon... Look at the amount we spend on Police for training and still they can't fight farmers....

Indian Police is bunch of jokers.... I feel ashmed for them

Every country has it's shares of problems. Naxals , although , the biggest threat to the internal peace,have highlighted some basic flaw at the development streatgy of GOI and the states.
Sure the all govts are taking care to resolve them , We all see (& discussed at this forum)the military aspects, but there are some non-military , political, economical inputs also.
Soon this problem would be gone and the residents will be enjoying and better off as has been in the case of Punjab, Assam and is happening in Kashmir.
