Pashtun Chiefs decry war in Pakistan

Wherever terrorists operate, the locals are silenced by fear.
While the govt forces have to operate as per rules and are accountable, the terrorist don't.believe in any law and they are accountable to none.
Hence, the terrorists are feared.
This also gives rise to the feeling that locals are supporting the terrorists. Actually, the locals are with whoever is more powerful at that moment of time, so that they are not harassed!
This is axiomatic wherever terrorism has been fought or is being fought.

There are different scenario which to be isolated and dont think it fits well in each. If you talk about Pakistan or Waziristan, then it must be understood that there is partial sypamthy from some tribals with local taliban, who been lived for centuries without presence of such huge Military while on the other hand they also consider them as their own Armed forces and are loyal with.

If we put your inferences for general then you can see that there are no operations in those areas where they have no local support or sympathy.
As in case of Afghanistan no operation in northern part likewise is the case in Iraq where insurgents are restricted to areas where there is local support.
The only instrument remain with them a suicide bombing for the targets where no local support is expected or in the dense military, like they do in Kabul and Baghdad.

I agree with you that there has to be local sympathisers to varying degree.

However, since some posters were of the view that there was no local support or sentiments to that effect and they being from Pakistan and should know better than me, I gave a generalised view.
