Parliament goes into session Thursday

The 19th session of the ninth Parliament is convening on Thursday amid a political standoff between the two major political alliances over the nature of government that would supervise the general election.

The session could very well be the last of the incumbent government although there are talks of organising another session before Oct 24.

It is, however, still not clear whether the BNP, the major opposition party that is demonstrating for a polls-time government, would join the session.

Ruling Awami League has asked the opposition to place its demand in Parliament, if any.

Speaker Shirin Sharmin Chaudhury hoped the opposition would attend the session.

The Business Advisory Committee will meet at 4pm on Thursday to decide the session’s tenure. Speaker Chaudhury will chair the meeting of the committee on which the Leader of Parliament Sheikh Hasina and the Leader of the Opposition Khaleda Zia sit.

Asked if the Speaker would take any initiatives to organise talks between the Awami League and the BNP, she said: “The two parties will have to decide about it. I’ll do my job as per the rules of procedure if they are interested.”

The government scrapped the non-party caretaker government provision through the 15th constitutional amendment paving way for the ruling party to organise polls while in office.

However, the BNP-led opposition has been waging street agitation ever since claiming polls under a partisan body will not be free and fair.

Khaleda, the BNP Chairperson, wants Parliament dissolved before the polls and has threatened to block election under the current administration.

Awami League President Hasina insists the polls will be organised with her party in office.

With the two parties at loggerheads, various quarters had pushed for talks between the two. UN Secretary General Ban Ki-moon has telephoned them, US Secretary of State John Kerry wrtten letters while a European Union delegation is currently in Dhaka to try to break the deadlock.

The Awami League has been asking the opposition to place its proposals in Parliament. Its Joint General Secretary Mahbub-ul Alam Hanif on Wednesday said his party would do everything to ensure a fair election.

The BNP says it has prepared an outline for an interim government. Hanif said they would wait until expiry of parliament’s tenure for the BNP to come and place its plan.

BNP leader MK Anwar has said Parliament was not the place for talks where debates and discussions take place.

A day later, Hanif said dialogue between the two parties could be held outside parliament.

Thursday’s session is scheduled to start from 5pm.

The BNP-led opposition had joined the last session after an absence of 83 business days. They were present on 21 working days out of 24 and the Leader of the Opposition had also addressed the House.

An opposition MP moved an adjournment motion demanding reinstatement of the caretaker system before the session but later retracted it, drawing flaks from Hasina.

Although the government is asking the opposition to place its proposal in Parliament, the opposition is hitting back saying the ruling party has to introduce an amendment proposal since they enjoy absolute majority.

The current government came to power with a landslide in the 2008 elections ending two years of state of emergency imposed by a military-backed caretaker regime. Its tenure will end on Jan 24 next year and the Constitution stipulates organising polls within the last 90 days of the government’s tenure.

According to the Parliament Secretariat, there were a total of 394 working days in the past 18 sessions. The opposition MPs were present for 75 days and the Leader of the Opposition attended for 10 days.

Three new Bills have been submitted for the upcoming session. They are – Bangabandhu Sheikh Mujibur Rahman Maritime University, Bangladesh Bill-2013; mandatory use of jute products for covers (Amendment) Bill-2013; and the Overseas Employment and Migrants Bill-2013

BNP should stay out of Parliament unless AL agrees to a CTG. It joins the session without first getting nod to the CTG and places its own proposal there AL will put the proposal for voting. It will be rejected by a 3/4th majority. AL alone changed the election rule and it can undo it by its own majority.

All these problems that the country is facing today is because the population became anti-BNP last time and gave AL a huge majority. BNP top leaders stole billions of dollar worth of money and they were kicked out, although a few small non-beneficiary cronies from a fundamentalist party here and there keeps on jumping and protesting when someone speaks against BNP thievery.
 
BNP or any other party should stay out of up coming election altogether. Period.one party election will be null and void by constitution. Let's see what happens then. We are at a limbo now.something or someone has to give.

U simply don't get it do U? Hasina abolized CT system which was a politically acceptable norm of holding elections and she did so via a puppet supreme court and corrupt judge. She knows she can't come to power and hence amended the constitution in whatever way it serves AL's interest so much so that technically she can stay in power as per her will without holding elections.The constitution is simply an awami party legislation now. Barring a few awami domesticated insignificant duckling parties , BNP lead alliance won't take part in this election under Hasina thus rendering such an election both domestically and internationally unacceptable and illegitimate. AL is inherently autocratic & facist & its a show of their inherent trait. They are pushing for crisis since they know they can't stay in power democratically . Why not make a last ditch gamble and flee upon failing.

How will it grant them victory? People won't take part in it and neither are such elections where the main opposition don't take part is internationally acceptable. Why should the people & BNP give in to Hasina's wishes and allow her to orchestrate a rig election. U know it was Hasina who did 170+ days of hartal in 96 when BNP was in power to implement the CT system. U see the balant shamelessness of AL here. In 2007 election weren't held in due time just because Hasina (then opposition leader) refused to participate.

Mugabe is ruling perhaps for the 8th term, but Zimbabwe is a pariah state shunned by other countries. Do you think we will let SHW and her AL to take our progressing country to the level of Zimbabwe. Irrespective of what some fanatics here say do you really think your India is a factor in our internal matters?

not a factor in your internal politics ... but AL does not need to respect international community if it got the support from nearest neighbour. Take for example how they handled yunus and completely disregarded US pressure.

AL and its cronies think this country is their village Kacharighar. These crook AL cronies lack discipline and etiquette. This is why they behave irrationally. Thinking that SHW behaves so irrationally because of India is a mad man's theory.

Who is India, although many fanatics here worship India? India itself depends upon US helps. So, do not flatter yourself by comparing your 3rd rate India with the USA. AL behaves irrationally because all of them are trained to behave like that.

Go to a gathering attended by hundreds of people. When you do not hear much talking, shouting or name calling, you will know immediately that it is a BNP gathering. If you find something different there is no doubt that the gathering is attended by the AL supporters.

Most of the AL people are worst kind of 'Be-adab.' They are virtually trained to be rough by their leaders and elders. There is no place for gentlemen in that party. So, this is the reason why AL is talking like a Be-adab about Dr. Yunus.

its amazing how some people really believe the "allegations" against yunus. Apparently he is a crook now,along side Zia and Kader siddique. Ah the propaganda...
