Pakistan’s GSP Plus status in jeopardy

The Generalised System of Preferences (GSP+) facility provided to Pakistan by the European Union (EU) is in jeopardy owing to a shift in the EU’s policy and the sanctions imposed by Islamabad on international non-governmental oganisations (INGOs).

A senior official of the federal government disclosed that senior officials of the EU mission in Pakistan have already warned the government in this regard. He said the EU’s ambassador to Pakistan has also written a letter to the federal government indicating the changing scenario.

He disclosed that India, Bangladesh, Turkey and some other states are lobbying against Pakistan and pushing the EU to withdraw the GSP+ facility from Pakistan. Unfortunately, this time circumstances are not favourable for Pakistan.

Earlier in 2013, Pakistan lobbied with support of the United Kingdom (UK) and this time the UK’s position is not the same in the EU. The EU has also shifted its focus towards the Central Asia and targeted on low- and middle-income countries for concessions.

It is currently negotiating agreements with Tajikistan and Uzbekistan.

The EU in 2013 granted GSP+ status to Pakistan with 406 votes, giving Pakistani products a duty free access to the European market till 2017. According to media reports, 406 members of the European Parliament had expressed their support for Pakistan while 186 lawmakers had voted against it.

The GSP Plus status allows almost 20 per cent of Pakistani exports to enter the EU market at zero tariff and 70 per cent at preferential rates. According to Punjab Governor Chaudhry Muhammad Sarwar, Pakistan has earned $15 billion due to the GSP Plus since 2013.

The EU trade concessions are benefiting the country’s textile and clothing industry by enabling its products to compete with those of regional rivals like Bangladesh and Sri Lanka, which have already got a duty free access to the bloc’s market.

What connection india bangladesh and specially Turkey have with us imposing sanctions on INGOs and EU's policies? Or they simply have opened trade war fronts with us? india and bangladesh given their mentality it is expected and understood, but Turkey being there is a surprise. Is it because Erdogan still has love and sympathy for Sharifs?

GSP+ allows Pakistan to export products without duty or with preferential status. So it's harder for them to compete in the market with their products. They want to increase exports, and think this is unfair to their products.

I don't believe in this news as of now. Just 2 days back FM Qureshi signed a strategic engagement plan with EU and during his visit to Brussels, no such thing was mentioned.

Ignoring India here, why in the world Turkey will complain about Pakistan lol even Bangladesh. This news has serious loopholes.

Strategic agreements don't cover every thing from Aid, Trade and Intelligence. Did you read that agreement? Do you think it covers literally everything?

And as to why Bangladesh and Turkey would complain. Why wouldn't they. It's harder for their products to compete in market with ours because of this. They want to increase exports and have a levelled field.

Its pure business man , GSP benefits for Pak products benefits them over these countries , so they want level playing field
Now everyone wants a chunk of the business right?

I have no idea why ppl are surprised abt Bangladesh. Their govt had always been a very loyal one towards India and their natural hate towards Pakistan added on to this.

They wish to defeat Pakistan in every single field whether we as Pakistanis choose to open our eyes or not that's the reality.

Like Pressler sanctions against us were a gift in disguise, i really think, if true, those “sanctions” can push us to develop an economy focused on internal market.

We are more than 200 millions consumers. By comparison, EU internal market is roughly 300 million consumers.

But what we need is a proper 10 years master strategic plan for development, with tactical local plans.

If PTI can set something like that, then, Nayya Pakistan will become Nayya Pakistan 2.0 in 10 years insha’Allah.


Ps : correction the latest number of consumers in Europe is 750 millions! I’ve forgot that there are 27 countries.

But sty, years ago they were once 300 millions.

Don't rely on the Western carrot. They dangle this in front of you to beat you at convenient moments. Having favorable Western carrots is merely a luxury. It shouldn't be a necessity. Look around and improve trade relations with as many nations as you can. Africa, Middle East, South America, Asia and other potential trading partners are up for grabs.

Diversify as much as possible.

you will once you stop getting black mailed for a billion dollars, every country knows Pakistan can easily be black mailed into doing anything. So, lets change it, lets ask for our NGOs to freely work in EU in return of your NGOs, let Hafiz open a branch in EU

I don't know why our leadership so humble , rest of the world don't care. Pakistan govt should have tit for tat policy with everyone. It doesn't matter its Muslim country. Every country protect its national interest except Pakistani govt.

I said I wish. indians and bangalis working for pennies in those regions and them being more submissive helped them with bringing all the connected family. Actually undercutting may not have been intentional and a forced one out of desperation and poverty back home. So yes we have a huge market for our manpower there .... I wish that to be reduced for maids working at Sheikh homes for indians and bangalis.

Pakistan should first become self sufficient before exporting access goods.

And I meant industrial development by using “economic” word.

Master plan like which kind of skills do exist in Pakistan ? Which industries could use thoses skills ? Are thoses industries able to evolve or able to create a move to more tech skilled operations which will lead to more technologies based industries in 20-30-40 years in the future ?

We have (PTI today) to identify those skills existing in Pakistan. Then identify the industries which could use those skills ( with limited training if needed ).

Then create an environment - help to start, advises, marketing policies etc, define some rules for safety, rules to regulate the relations between the companies and the workers etc.

The salaries will of course increase the buying power you stated correctly.

But first of all those industries should produce with an acceptable quality what the local consumers need. Foreign investment should be welcomed but at later stage. Taxe those companies with very low rate (2.5% for example) for 5 years and then slowly increase step by step. It will increase buying power, state budget, pave the way for true development.

Because 200 millions consumers is not a small workforce nor a small market.


Yes it is a very huge task but with honest leaders we can. And we must !

I can believe India and it’s puppet BD doing this, but have a hard time accepting Turkey’s role without further proof.

It literally goes against Turkish policy vis a vis Pakistan.
