Zulfikar Ali Bhutto started the nuclear weapons program and then it was continued by Zia ul Haq and Ghulam Ishaq Khan.

After GIK's resignation in 1993, the entire nuclear program was controlled by Pak Army, according to a recent book "Eating Grass" written by Brig Firoz Khan.

So the credit for the work done since 1993 goes to the military.

I was going to mention the name of GIK, i read an article few years back & the author gave a lot of credit to GIK for his full support for nuclear research & he made sure that funds r always avail... if i'm not wrong during GIK era more funds were made avail. GIK was appointed Defence Secretary in 1975 by ZAB & was assisting with Pakistan's clandestine atomic bomb project.

Role in the atomic bomb project
Ghulam Ishaq Khan was one of the vital administrator of Pakistan's integrated atomic bomb project, and was one directly associated statesman of the program.[9] As Defense secretary, asserted his role in Pakistan's integrated atomic bomb project and had been in every meeting with Bhutto in approving the national nuclear policy.[9] On August 1976, he first met with nuclear theorist dr. Abdul Qadeer Khan and helped him establishing the Engineering Research Laboratories (ERL).[9] Later that day, he established the committee, responsible for evaluation of the site in which, where the ERL was had to be established. This top policy committee had AGN Kazi, Munir Khan, and Agha Shahi, chaired by Ghulam Ishaq.[9] During the time of ERL established, Ghulam Ishaq consolidated the military control of the atomic project under general Zahid Ali Akbar and the Corps of Engineers.[9] By the end of 1976, Ishaq Khan was appointed as the defence administrator of the Uranium Coordination Board (UCB) that overlooks the scientific aspects of the uranium enrichment, as part of this, Brigadier-General Zahid Ali Akbar submitted a survey and map of Kahuta and the Engineering Research Laboratories (ERL) to Ghulam Ishaq's secretariat.[9] Ghulam Ishaq played a major role in the military career of general Zahid Ali Akbar and supported Akbar's three-star rank and appointment, Engineer-in-Chief.[9] Meanwhile, he became closer and maintained extremely closed relationship with Dr. Abdul Qadeer Khan and Munir Ahmad Khan, and remained Qadeer Khan's staunch loyal.[9]

Ghulam Ishaq Khan, as President of Pakistan, established Ghulam Ishaq Khan Institute of Engineering Sciences and Technology (GIKI) that offers world-class programmes in engineering, and science and technology in the country. In 1990, he invited Dr. Abdul Qadeer Khan to become institute's executive member, and with his support, Abdul Qadeer Khan became the took the professorship of physics. Khan also delegated Asghar Qadir, a PAEC mathematician, to become a head of Department of Mathematics as well as awarding him the professorship in mathematics. On Contrary, Ishaq Khan did not have the directorial role in the atomic bomb program until Munir Ahmad Khan retired. After Munir Ahmad Khan took retirement from Pakistan Atomic Energy Commission (PAEC), President Ghulam Ishaq Khan eventually consolidated the entire program under the civic-military control, and supervised the classified projects of the program.

In 1980s, Ghulam Ishaq had an extremely important and influential role in scientific and political aspects of the atomic bomb programs, that at one occasion one U.S. diplomat dubbed him as "Mr. Nuke";[2][7] domestically, he earn the title as "Atomic Baba" or "Baba Atom".[3] Earlier being as finance minister, he had the nuclear deterrence as his top priority and channeled financial funds for the development of the atomic bomb projects. In 1983, as Chairman of Senate, he was one of the invited high civil officials, who reportedly, were supposed to be present at the Cold test, along with Lieutenant-General Zahid Ali Akbar — E-in-C of Corps of Engineers— General Khalid Mehmud Arif — Vice Chief of Army Staff — Air Vice-Marshal Michael John O'Brian— AOC of Sargodha Air Force Base— and Chairman of Pakistan Atomic Energy Commission Munir Ahmad Khan.[10]

Background
Although construction of Gwadar Port did not commence until 2002, Pakistan identified Gwadar as a port site as far back as 1954 when Gwadar was still under Omani rule.[2] Pakistan's interest in Gwadar started when, in 1954, it engaged the United States Geological Survey (USGS) to conduct a survey of its coastline. The USGS deputed the surveyor, Worth Condrick, for the survey, who identified Gwadar as a suitable site for a seaport.[2] After four years of negotiations, Pakistan purchased the Gwadar enclave from Oman for $3 million on 8 September 1958 and Gwadar officially became part of Pakistan on 8 December 1958, after 200 years of Omani rule.[2] At the time, Gwadar was a small and underdeveloped fishing village with a population of a few thousand. A small port was constructed at Gwadar by the Government of Pakistan between 1988 and 1992 at a cost of Rs. 1,623 million, including the foreign exchange component of Belgian Francs 1,427 million, equivalent to Rs. 749 million, which was arranged by the contractor.[2] However, technical and financial feasibility studies for a major deep-sea port at Gwadar were not initiated until 1993 under the Government of Pakistan's 8th Five Year Plan (1993-1997).[3] Gifford & Partners & Technecon of Southampton, United Kingdom, in association with the Karachi-based Pakistani firm, Techno-Consult International,[4] were engaged by the Government of Pakistan to carry out the feasibility study.[2]

Pakistan's nuclear program, by the way of credit, can be divided among 4 different regimes.

• Nuclear Weapons program in Pakistan was founded under Zulfiqar Ali Bhutto in 1970s. The
initial difficult work was done in his era. (30% credit)

• The program matured under General Zia's rule in 1970s-1980s and cold tests were done as
early as 1983. Also F-16 Aircraft, capable of delivering the nukes were obtained. (50% credit)

• Missile delivery systems for nukes were initiated in 1989-1990 under Benazir Bhutto. Also the
program took its final shape. (15% credit)

• Nuclear bombs were finally tested during Nawaz Sharif's tenure in 1998, in the wake of Indian
explosions. (5% credit)

15% for benazir? seriously thats bs and you know it. our country actually got worse during her years, she would have sold our nuclear program out if she had the chance. nawaz sharif deserves waaay more credit then her.

Please don't be so selective AQ khan has said very bad things about mushy and some very nice things about PMLN. AQ Khan is also quite critical of PTI :P.

There are mentioned 4 ages ... And who was governing in that age for the purpose mentioned their names ... As NS claims that "maine Pakistan ko atomy takat banaya" is it really his true claim ?? Anyway factual position is 3 persons deserve its credit 1) Bhutto 2) Zia Ul Haq 3) Ishaq Khan

His statement about explosions is beyond politics … He just let us inform that NS was afraid … But it had been done by his pressure …………….

It takes at least 500 scientists and 1300 engineers with relevant training and skills to have a nuclear weapons program, according to a 1968 UN study. In a piece titled "Laser Isotope Enrichment-a new dimension to the nth country problem?", Dr. Robert L. Bledsoe writes as follows: "a United Nations study conservatively estimates that at least 500 scientists and 1300 engineers are needed to develop and maintain warhead production facilities, and an additional 19,000 personnel (more than 5000 of them scientists and engineers) are required to produce delivery vehicles of the intermediate ballistic missile variety".

"Eating grass", published by Stanford University Press, traces the origins of Pakistani nuclear program to the work of Dr. Rafi Mohammad Chaudhry in 1950s and of Dr. Ishrat Husain Usmani in 1960s, both of whom were graduates of Aligarh Muslim University. Dr. Chaudhry did his doctoral research in physics under the supervision of the famous British physicist Ernest Rutherford at Cambridge and Dr. Usmani got his Ph.D. in physics at Imperial College, University of London, with Nobel Laureate Professor P.M.S. Blackett as his adviser. Along with Pakistani Nobel Laureate Dr. Abdus Salam, Chaudhry and Usmani built laboratories and academic institutions and inspired generations of Pakistanis to study subjects in STEM (Science, Technology, Engineering and Mathematics) fields to produce the scientific and engineering talent for the young nation beginning in 1950s and 1960s.

Benazir was not once let inside any of our nuclear facilities, that is how much military and nuclear program leadership trusted her. she wanted nuclear program to be either capped or shut down completely. I am not aware of any such move by NS, infact he was invited to visit Kahuta (I think) sometime during his days.

But in my opinion the credit goes to ZAB for starting this program against all odds and then to Zia for taking it all the way, and as @ NuclearPak mentioned when any such program is at such advance stage with the whole nation backing it with heart and soul, no leadership can ever close it without serious consequences to its polital career and physical health :)

Two of them wanted it shut,down. What about that?
