Pakistan general angry over bin Laden polio ruse

A top Pakistani general says the CIA's use of a fake polio vaccination program during the hunt for slain Al Qaeda chief Osama bin Laden represented a "breach of trust" between the US and Pakistan's government.

Bin Laden was killed when US special forces attacked his compound in a secret raid in May.

It has since been reported the CIA used a fake international polio eradication program as a front to track the fugitive terrorist leader down in the city of Abbottabad.

Reports say the vaccinations were offered in Abbotabad and then DNA from the program was checked to see if any of bin Laden's family members were present in the town.

General Nadeem Ahmed, a member of the Pakistani board of inquiry into the US raid, said in an interview with 774 ABC Melbourne's Jon Faine that the CIA's undermining of people's trust was "unfortunate".
"No intelligence agencies are supposed to be using NGOs [non-government organisations ] or implementing partners to get some information," he said.

"This is principally, morally, legally incorrect.
"If somebody's hearing, I will strongly recommend please do not undermine the confidence that the government of Pakistan, or for that matter any national government, has on you, because there is a trust between you and the government."

General Ahmed, the former head of the Pakistan National Disaster Management Authority, said the inquiry into the raid had begun, but was reluctant to divulge details.
"We have just started," he said of the inquiry.
"We have had two sessions. The first session we looked at and decided on the modalities, [such as] how we want to proceed with [those who] are going to be called as witnesses.

"I don't want to go into the details because it's all confidential."
General Ahmed did confirm air force witnesses had been spoken to and that the inquiry would move onto talking to the military, army, the Inter-Services Intelligence (ISI), civilians and the US.

Army 'ridiculed'

General Ahmed says US officials have not been asked if they will cooperate, but if they choose not to then the inquiry will put on record the fact that they refused to comment.

"We will do our utmost best to find out the details, and I think there are sufficient details available within the country," he said.
"I think the embarrassment part has already happened.

"The army and the ISI [were] ridiculed by everyone and by the civil society, by the media, by the people on the street, because all of them were disappointed. They never expected this thing to happen.

"But I think, after seeing the initial reaction of the different stakeholders, and what has happened thereafter, people see a clear design - responsible people in the military in the US coming up and saying silly things, then the deliberate leaks in the US media, saying things which are not correct.

"So everybody has started to now understand that there is a deliberate design to undermine the security establishment.

"And therefore I can see they have closed ranks with the security establishment now. So I think it is was overcooked, overdone."
General Ahmed said he did not think anyone from the ISI would have sheltered bin Laden.

"[When all is] said and done [the] government, army, ISI are not irresponsible people, they would never do such a stupid thing which would show them in such a bad light," he said.

"Irrespective of the USA, I have absolutely not an iota of doubt on this, that no government in Pakistan, no military in Pakistan, no intelligence organisation in Pakistan would do such a stupid thing."

So the "top Pakistani general" is misinformed and misinforming I hope the Board of Inquiry will get the story a bit straighter, in the end.

First and foremost do not quote the american newspaper source here to prove your pathethic claims becasue I will not buy it.

Secondly General Nadeem Ahmed, is a member of the Pakistani board of inquiry into the US raid so he knows what he is telling in the foreign news agency.

Do you really think my "claims" are pathetic? Google: hepatitis vaccination CIA Abbottabad. You will see that the story originated with UK newspapers but is published as true, all over the world. And, anyway, American newspapers are far more trustworthy than Pakistani newspapers, IMHO.

The point is it was vaccinations and there is a huge anti-polio effort in Pakistan which has taken a hit with people now seriously doubting if the polio vaccinations are for real or CIA spies pumping their kids with god knows what drugs.

This is war crime level bad from the US and of course the US in true glorious fashion is not even making any heads roll internally so people are going to boo it down. Leon Panetta should at least be fired from his job, if not tried for war crimes.

Wouldn't matter since the Taliban has targeted NGOs and other aid organizations for many years long before this. The purpose was to get the blood of Osama's children not poison anyone.

If the vaccines were fake, I would be mad too. As it is, Pakistan comes out ahead with new clinics.

Wrong info. infact he ran a polio vaccination drive and after first dose was adminsitered to kids in one area he moved along with his team to Bilal Town where they started Hepatitis vaciniation.

before that he also visited tribal areas accompnying Raymond Davis. so the bottom line is the doctor was a CIA agent.

it is not necessary that the doctor be a cia agent. it is possible he was deceived and do not know the actual ambitions of ramond davis.

if we consider doctor as a cia agent then better consider all of the NGOs are part of cia network. most of the employees are not aware of the purpose of NGOs. they join such groups in innocence considering it better opportunities.
 
Every one has deviated from the subject. It is the act of the Doctor, POLIO or HEPATITIS does not make any difference. One or the other he was serving the ends of CIA. he did not know it, that is a big laugh. Some one should ask for how much Mr Afridi was sold/bought. Can any one tell me where all he administered the medicines prior to this drama. If he is guilty he needs to be taken to task. Let the Law take its course we shall know

The Pakistan army and ISI once again, prove they are, duffers -- Gen. Ahmad, instead of declining the request to comment or being circumspect, the villager General gave full voice to his "concerns", in particular he, being a member of the commission looking into the Osama debacle, has already "exonerated" the army, the ISI and the government - all of this before the commission has ended their inquiry:



Justice Javed disowns Gen Nadeem’s statement

ISLAMABAD: Chairman of the Abbottabad Inquiry Commission, Justice Javed Iqbal, has rejected the statement of Lt Gen (retd) Nadeem Ahmad in which he had exonerated the elite intelligence agency, Inter-Services Intelligence (ISI), in the Osama bin Laden issue. Justice Iqbal says no one could be exonerated yet as the Commission still had to record witnesses and analyse evidence.

“No one has been exonerated so far. The statement of Lt Gen (retd) Nadeem is surprising for me,
” Justice Iqbal told The News. Gen Nadeem had stated in an interview with Australian TV that the ISI and Pakistan Army could not be blamed for the Abbottabad incident. In response, Justice Javed said it was premature to say something like this since the Commission had to verify many things yet and its work had just started. Justice Javed said no one was exonerated and the Commission’s work was under process and had not reached its conclusion yet.

Lt-Gen (retd) Nadeem Ahmed, member of the commission probing the US raid on the compound of Al-Qaeda chief Osama bin Laden, told an Australian radio station he did not believe any official from the ISI was sheltering bin Laden.

“[When all is] said and done [the] government, Army, ISI are not irresponsible people, they would never do such a stupid thing which would show them in such a bad light” he said adding that “irrespective of the USA, I have absolutely not an iota of doubt on this, that no government in Pakistan, no military in Pakistan, no intelligence organisation in Pakistan would do such a stupid thing.”

Nadeem was reluctant to divulge any details of the probe during the interview but did state that the commission had already spoken to air force witnesses and the inquiry would move onto the military, Army, ISI, civilians and the US.

He said that US officials had not been asked if they would cooperate, but if they chose not to, then the inquiry would put on record that they refused to comment. “We will do our utmost best to find out the details, and I think there are sufficient details available in the country,” he said.

He also said the use of fake polio vaccination program by the CIA during the hunt for bin Laden represented a “breach of trust” between the US and Pakistani governments. “This is in principle morally, illegally incorrect,” he said.

Meanwhile, experts have also rejected the statement of Lt Gen (retd) Nadeem, saying that his statement, given that he is a member of the Commission, has made the Abbottabad Commission controversial and its work or decision will have little worth now.

Senior legal and constitutional expert and former judge of the Supreme Court of Pakistan, Justice Wajihuddin Ahmad, told The News the statement by Lt Gen (retd) Nadeem was not made innocently and was a purposeful statement. Justice Wajih said the only purpose of the statement was to sabotage the proceedings of the Commission through well-devised planning.

Justice Wajih said the Commission was probing the role of the ISI and at a time when nothing solid had been concluded, the statement of Lt Gen (retd) Nadeem aimed to interfere in the proceedings of the Commission. Wajih said the objective behind the statement was to make the Commission controversial and finally annul the whole process. He said this was a tactical move and was played very well.

Senior legal and constitutional expert, Ikram Chaudhry, told The News that as a member of the Abbottabad Commission, Lt Gen (retd) Nadeem had shown highest dishonesty and committed an illegal act. Ikram said that Nadeem had shown his bias and dented the very credibility of the Commission by exhibiting professional and personal dishonesty.


Ikram Chaudhry said that Lt Gen (retd) Nadeem should either resign immediately or the federal government should terminate him with immediate effect.
