Christine Fair from Center for Peace and Security Studies in her latest report has said that use of Non-state actors against India is tried and tested Strategy which Pakistan will continue to exploit to attack India.
Pakistani use of Non-state actors against India is not a new phenomena according to her it dates backs to first Kashmir war of 1947 when Pakistani military pushed tribal Lashkar (militia) from Waziristan in first wave of cross-border raids into princely state of Kashmir and Jammu.
later wars on Kashmir were fought by both armies which did not get Pakistan results, in fact, it lost half of its country due to its obsession with Kashmir. Non-state actors are its greatest assets through which it can hit India without inviting a full scale war.
She further explained that Pakistani military obsession on Kashmir is far further and bigger than one cause and Kashmir settlement will not bring peace like Pakistan wants world to believe. Once Kashmir is settled they will have next target in mind and then next this is only way Pakistani military can remain relevant in Pakistan. settlement on Kashmir or not Pakistani generals will always showcase India has bigger threat to remain as a parallel power in their own country.
Non-state actors also gives Pakistani military ” Deniability Factor.” against their action in terror attacks against India and it also becomes much easier for them to Convince their own People that they have nothing to do with it and famous Inside Job (R&AW ) theories are easy to float after each terror attacks .
She firmly believes that the attack on the Indian consulate in Herat in Afghanistan after the swearing-in ceremony of Narendra Modi was a probing attack by Pakistan to test response of the new government and they will try to intensify such more attacks .
She was all praise of PM Modi and NSA chief Ajit Doval and said they are best minds in India which can keep Pakistan in check, Since they have will to hit back. Possible retaliation from India is one of the biggest worries of Pakistan, it didn’t had to worry about any retaliation from Manmohan Singh government.
She also warned India that they have to be watchful of Minority Population ( Muslim) since she believes that next Mumbai Type attack will involve locally trained recruits which will allow Pakistan to deny its role in such attacks completely.
