PENSION DOES NOT FALL UNDER THE DEFENSE BUDGET!!

Please see the graphic posted above. And yes, military pensions are part of the military expense.

1.1 The budget 2012-13 had the following salient features:
CHAPTER - 1
REVIEW OF BUDGET 2012-13

a. The total outlay of budget 2012-13 was Rs 3,203 billion. This size was higher
by 15.8% than the size of budget estimates 2011-12. The size of outlay
increased to Rs 3,478 billion in revised estimates 2012-13 or by 8.6%.

b. The resource availability during 2012-13 had been estimated at Rs 2,719
billion. This was higher by 10.4% than budget estimates 2011-12. The volume
of resources decreased to Rs 1,903 billion in revised estimates 2012-13.


This means that the Government had only 2.7 trillion rupees to spend from its resources, but financed a deficit to spend about 3.2 trillion, which may or may not materialize in full. Of this, the final tally for defense expense was likely be higher than the nearly 800 billion rupees allocated.

My estimates will likely remain very close to correct for 13-14 too:

than the size of budget estimates 2012-13

The resource availability during 2013-14 has been estimated at Rs 3,010 billion
against Rs 2,719 billion in the budget estimates of 2012-13.

These allocations will be exceeded for defense, just as surely as in previous years, probably around 1.1 trillion rupees.

Where did you get the Rs 800 billion?

The general public service expenditures were exceeded by over 200 billion which accounts for most the difference between orig and revise in table 5.

Besides, do you know the govt paid Rs 500 billion for PEPCO debt much of not budgeted?

This year I expected defence expenditure to be higher because of the mil operation Zarb e Azb in FATA.

700 billion plus 160 billion for pensions, plus other heads add up to much more than 800 billion, I was just being conservative.

ISLAMABD: Defense budget has been jacked up to Rs700. 2 billion for the 2014-15 fiscal year fiscal year beginning on July 1, compared with Rs 627.2 billion allocated in the outgoing fiscal year, showing an increase of Rs 73 billion.


The military, however, had sought an increase of Rs 173 billion in defence spending for the coming fiscal year.

Military officials defended the increase insisting that Pakistan military’s expanses are lowest in the region given the volatile security environment.

The budget document presented before the parliament did not give a break up about the allocation of defence spending among the three forces.

But according to defence ministry officials, out of the whole defence budget, Pakistan Army gets 48 per cent while 20pc goes to Pakistan Air force and Navy’s share is 10pc.

According to the budget document 2014-15, out of that Rs 700.2 billion, Rs 293.5 billion have been allocated for employees related expenses, Rs 180.2 billion for operating expenses and Rs 152.8 billion have been earmarked for physical assets.

However, the figures do not include Rs 163.4 billion allocated for pensions of the military personnel that would be given from the civilian budget and a separate allocation for the security related expenses in a move, which critics say seeks to conceal the actual defense budget.

In addition to this, military would also be given Rs 165 billion under the contingent liability and Rs 85 billion under the Coalition Support Fund (CSF).
This means that in reality a whopping Rs 1113 billion has been allocated for the military, which is about 28.2 percent of the country’s total budget.

While reviewing the budget brief of previous years, it was revealed that in last five years while the defence expenditure has been almost doubled from around 350 billion in 2009-10 to Rs700 billion this year, the rate at which it has been increasing has been diminishing.

We need no more than 7Billion dollars even if we have to reduce our troops strength
 
So you trust newspaper stories more than the budget document itself? Why not go to the original source rather than see a biased story on it?

The original document adds up to nearly a third of the spending on defense. Trying to hide it is simply not possible.
