ISLAMABAD: Pakistan’s total spending all over the country during the first half (July-December 2008) of the current fiscal year on improving security was Rs42,175bn, or over $500m, latest official data released here yesterday shows.

The major spending of Rs15.9bn on law and order was made by Punjab during the period. The federal government’s spending on law and order stood at Rs12.7bn while Sindh spent Rs8.1bn, North West Frontier Province Rs3.2bn and Balochistan Rs2.1bn.

The government also provided subsidies of Rs1.16bn on financial and fiscal affairs, commercial affairs and food during the first six months of the ongoing fiscal year. In the name of pro-poor expenditures, total spending stood at Rs369.8bn on all sectors of the economy in the first six months of the current fiscal year. The spending on low cost housing stood atonlyRs128m, justice administration Rs4bn and food support programme Rs9.3bn in July-Dec period of fiscal year 2008-09.

Under the People’s Works Programme-II the total spending stands at Rs15.1bn in the first six months of the ongoing fiscal year. The People’s Works Programme caters to the development schemes such as provision of electricity gas, water, sanitation and roads and these schemes are completed through parliamentarians.

On roads, highways and bridges, total spending stood at Rs21.453bn in July-December period of the ongoing fiscal year. The spending on roads, highways and bridges made by the federal government was Rs1.3bn with major portion on current expenditures.

The total spending on water supply and sanitation consumed Rs6.4bn in first six months of the current fiscal year. On education, total spending is Rs83bn in federal as well as provincial governments in first six months of the current fiscal year out of which major portion of Rs77bn was spent on current expenditures.

Total spending on education in Punjab stood at Rs40bn, Sindh Rs16.2bn, NWFP Rs13.5bn and Balochistan Rs3.2bn. On primary education, total spending is Rs33.8bn, general universities, colleges and institutions Rs11.4bn, professional and technical universities Rs3.7bn and teachers and vocational training Rs1.3bn.

The government spending on health stood at Rs26bn in the first six months of the current fiscal with major portion of Rs22.8bn on current expenditures. On general hospitals and clinics, total spending stands at Rs18.7bn with major portion on Rsl7.4bn mainly for paying salaries and others perks. The mother and child health proved the most neglected sector as total spending on it stood at Rs1.1m only in first six months of the current fiscal year.

That's such a stupid statement to make, why would Pakistan pay for his expense in the "UK". It's either private security or state security. In this case the British government pays for his security.
