Yes but Russian Navy signs MoU with all foreign navies for only 4 things; training, port visits, exercises and Martime information and SAR ops.
All ship building related MoU are signed by Russian shipyards or defence complexes.

Well this MoU will certainly improve Russia-Pak naval cooperation in fields of training, naval visits, officer exchanges, maritime info sharing, SAR and may be even exercises.

I thought MoU meant memorandum of Understanding. Unless you meant you have access to the entire text of what the MoU entails.
