defence items, an American think-tank has said. “Over the long term, Pakistan may be unable to access the most advanced weapons systems in the global marketplace. Instead, it may have little choice but to continue to rely on Chinese and possibly Russian military systems, which may or
may not be the most appropriate for Pakistan’s defence needs,” the Stimson Center said in a report.

“Pakistan’s access to high-end technology could be constrained by India’s purchasing power and growing geopolitical influence,” said the report entitled ‘Military Budgets in India and Pakistan: Trajectories, Priorities, and Risks’. American military aid accounted for 21 per cent of Pakistan’s defence spending between 2002-2015, allowing the country to maintain high levels of military spending while easing the burden on its federal budget and overall economy.

“The US has begun to gradually downgrade its assistance to Pakistan in the near to medium term,” it said, adding that the support in Washington for the bilateral relationship has declined as Pakistan seems unable or unwilling to address concerns about violent extremist groups that direct their
focus to Afghanistan and India.

India is a larger and more attractive market for global defense companies, and will continue to be for the foreseeable uture, the report said, adding that the country has become the world’s largest arms importer. India accounted for 14 percent of global arms imports from 2011-2015, a 90 per cent increase over the previous five years.

“Countries and companies who otherwise would be interested in having a defence relationship with Pakistan may be reluctant to do so out of concerns about falling out of favor in New Delhi,” the report said. “In the long run, Pakistan will have to make tough choices about purchasing big-ticket weapons systems unless it can do so at concessionary rates,” it said. The “almost-certain decline” in military and financial support from the United States will force Pakistan to carry a greater share of its defence spending, it said. According to the report, Pakistan cannot compete with India when it comes to military expenditure, which is why it might step up spending in nuclear weaopns.

However, it warned that investments in nuclear weapons at the expense of conventional capabilities would weaken Pakistan’s ability to deal with counter terrorism challenges inside the country.

Pakistan, it said, cannot match India conventionally in the long term, and any attempt to do so will exhaust its economy, it said. “Responding to adverse defense spending trends with increased reliance on nuclear weapons, especially short-range weapons, may be a cost effective approach, but it is likely to diminish Pakistan’s national security.” The report said Pakistan’s defense budget is higher than official estimates. “Although Pakistan has increased the transparency of its defense spending in recent years, the country’s budget documents raise more questions than answers.”

India spends at least four percent of its defense budget on nuclear weapons, while nuclear weapons account for at least 10 percent of Pakistan’s military spending. In 2016, Pakistan will spend at least USD 747 million on nuclear weapons, and India will spend USD 1.9 billion. Pakistan, it said, cannot match India conventionally in the long term, and any attempt to do so will exhaust its economy.

It's true. Even now with it's pittance of $30-40 Billion has to be met with loans.

But as for Chinese & Russian systems not being able to meet it's requirements, that will only be price wise.

This is already happening....Lot of defence companies do business with India. This means those defence companies that work with India cannot work with Pakistan. This leaves only China as the only reliable defence partner for Pakistan.

Whatever would be required and necessary for Pakistan, it will obtain it one way or another. India can not keep buying forever. If India is serious about that Made in India thingy, then eventually one day they will have to stop this heavy buying.

And plz don't keep under estimating China, just give them a few years more and then see.

Uncle USA! Sorry, but India will not be spared. Isolation not isolation, you know doesn't matter. We know how to roll the ball.

We are not underestimating China, Nor are we underestimating Pakistan, I guess what we are focusing on is bridging the technology gaps with partnerships. I have to admit we currently might not have the know-how to perfect certain technologies, which is why we engage in partnership's and TOT through legitimate means.

It will take some time before we can mature and be self-sustaining, this is in accordance to respecting intellectual property rights and metrics define by certain regulatory bodies. So long as we keep growing at a GDP rate of 7% or above and have a good ratio between defense allocated budgets we will keep buying and bridging these gaps till in-house RD fructifies.

if people have a problem with that, well i am sorry its of no concern to India!

China first copies then makes a better copy and then innovates on same concept and then masters it.
If in doubt check China's ascendancy in mobile technology,space tech,super fast trains tech and now automobile tech.
In a decade China will be doing in defence tech what they are doing in mobile tech right now.China has some pioneering projects already in defence sector like Hyperglide vehicle or China's answer to X-37B.On the contrary Pakistan is well placed than India coz of Pakistan and China relationship,Pakistan mostly likely will get access to sensitive defence technology while as India won't be getting such an access.India was not able to get armed drones from USA while as Pakistan introduced armed drones first time in south Asia.Pakistan need not worry about its defence needs.Additionally Pakistan can get such equipment from China at favourable line of credit.

No matter how big India is or her economy, she cannot buy from everyone all the time just to keep Pakistan out. For example now that Rafale is finally chosen for Indian MRCA what do you think will happen if Pakistan starts looking for Eurofighter? Will the EU ignore Pakistan at the behest of India who has already gone with the French option? No they will not its simple Business. You dont buy something they will sell it to your competitor.
Now the question is about affording big ticket items and there is where we lack but hopefully things will get better in this regard too. If Pakistan wants to buy something we will fund it one way or the other. For 5th generation we are already betting on Chinese option and getting them wont be a problem from China and will not hurt the economy either.
The gloomy picture associated in the article is far fetched.

Good for Pakistan, but I would avoid you putting all your eggs in one basket, that is detrimental to the Chicken!

China's and Pakistan's relationship is so strong and deeper that Pakistan need not worry if they put their eggs in china's basket.China won't do what USA did.

We know we cannot block every country to sell it to Pakistan with our deals,and we are not trying.
Our policy is to make it costlly for you.
Like the 8 f-16 you can still get it but you pay more,or get eurofighter again you have to pay much more.

You are definitely trying. How effective that is is another story. As for the F-16s Pakistan never asked for those rather they were offered by the US. When US backed out so did we. But this is not the case with other items or countries where such scenario does not exist. When ever we decide to buy them it will be at full cost so question of India making it costlier does not arise because they were never subsidised to begin with and i am not talking about the F-16s.
