Islamabad: Pakistan Prime Minister's Adviser on National Security and Foreign Affairs Sartaj Aziz on Sunday said he has received a proposal from India for a meeting between National Security Advisors of the two countries on August 23-24 in New Delhi.


Prime Minister Nawaz Sharif and his Indian counterpart Narendra Modi had decided during a meeting in Ufa, Russia last month that their National Security Advisors will meet.

Aziz said India has proposed August 23 and 24 for the meeting with National Security Advisor Ajit Doval, the Radio Pakistan reported.

He, however, said Pakistan has not yet confirmed the proposed meeting and the agenda of the planned talks has also not been fixed yet.

During the meeting, the National Security Advisers are expected to discuss cross-border terrorism, bail for Mumbai terror attack mastermind Zaki-ur-Rehman Lakhvi and other security issues of mutual concern.

Despite the two Premiers agreeing to re-start talks on bilateral issues during their meeting in Ufa, the recent Gurdaspur terror attack has increased tension between the two countries.

New Delhi: Former FIA chief Tariq Khosa's revelation over 26/11 terror attacks will be raised in forthcoming Indo-Pakistan NSA level talks, news agency ANI has quoted sources as saying on Tuesday.

According to reports, the recent revelations by former Pakistan Director General Tariq Khosa that Pakistan was behind the 26/11 Mumbai terror attacks have put pressure on the Modi Government to take strong action.

Meanwhile, India feels that its stand is vindicated in the disclosures made by the Pakistani chief investigator of the 26/11 Mumbai attacks that the carnage was planned and launched from his country and the operation was directed from an ops room in Karachi.

Last week, Pakistan Prime Minister's Adviser on National Security and Foreign Affairs Sartaj Aziz confirmed that he has received a proposal from India for a meeting between National Security Advisors of the two countries on August 23-24 in New Delhi.

During the meeting, the National Security Advisers are expected to discuss cross-border terrorism, bail for Mumbai terror attack mastermind Zaki-ur-Rehman Lakhvi and other security issues of mutual concern.

Despite the two Premiers agreeing to re-start talks on bilateral issues during their meeting in Ufa, the recent Gurdaspur terror attack has increased tension between the two countries.

Mumbai: National Security Advisor (NSA) Ajit Doval on Tuesday trashed suggestions that he had bypassed the Ministry of External Affairs by directly talking to Pakistan High Commissioner Abdul Basit last month amid escalation of tensions on the border.

"It was absolutely necessary to tell them (Pakistan) without any loss of time that you stop it or else we will retaliate. This message was concurrently given to our High Commissioner in Islamabad and to the High Commissioner of Pakistan here. When there is an emergency, you do not go into who should be talking to whom," Doval said.

"If it's a police commissioner sitting here and if there is somebody's life to be saved, though it may be the job of a constable, but he will go and do it himself. So there is no question of embarassing anyone and Sushma Swaraj (External Affairs Minister) was anyway not there at that time," he said.

The NSA was reported to have spoken to Basit thrice in two days in July following repeated ceasefire violations by Pakistan. It is unusual for the NSA to directly speak to the High Commissioner of any country as it is the Foreign Office which does it.

He also refuted suggestions that that the PMO dictates the terms in all matters.

"To say that the PMO dictates the terms, or calls the shots, it's completely wrong. It's all a team work and we work very closely as a team," Doval said.

He was in the city to deliver a lecture on 'State security, statecraft and conflict of values' organised by the Lalit Doshi Memorial Foundation. Doshi was an IAS officer of Maharashtra.

New Delhi: The NSA-level talks between India and Pakistan will take place as expected later this month, Union Minister Nirmala Sitharaman said on Saturday amid questions whether the meeting should be held in the wake of recent terror attacks emanating from across the border.


"I don't know what is going on in the mind of the Pakistan establishment. Certainly Government of India's position is very clear that NSA-level talks would continue," Sitharaman at a press conference at BJP headquarter here when asked if recent incidents would affect the talks.

The NSA-level talks are expected to take place here later this month as a follow up to the decisions taken at the Summit meeting between Prime Minister Narendra Modi and his Pakistan counterpart Nawaz Sharif in Ufa last month.

However, in the recent days, there have been two major terror attacks -- one in Punjab and another in Jammu and Kashmir -- both emanating from Pakistan, triggering questions as to whether India will go ahead with the talks.

Asked if Government of India was in support of the decision of Speaker Sumitra Mahajan to boycott the CPU meet in Islamabad, Sitharaman said it was the domain of the Speaker but the government agrees with it.

"Obviously, Government of India is on the same page," she said about the decision taken after Pakistan refused to invite Jammu and Kashmir Assembly Speaker to the meet being held from September 30 to October 8.

Islamabad: The upcoming meeting between the Pakistan and Indian NSAs will "follow the old template of talking past each other and achieving little", said a leading Pakistani daily, which exhorted them to get beyond the familiar template of trading accusations and discuss all issues related to terrorism.

An editorial "Long road ahead" in the Dawn said that there is a positive, mutually beneficial way to talk about terrorism-related issues.

"Then there is seemingly the Pakistan-India state approach: the two sides ritualistically meet to discuss terror; they accuse each other of fomenting terrorism in the other`s country; they present dossiers of evidence - often vague, rarely specific; and then, once the meeting is concluded, they boast to their domestic audiences of having put their best case forward in no uncertain terms.

"The Pakistan-India approach achieves little and, worryingly, there are already signs that the upcoming meeting of national security advisors (NSA) will follow the old template of talking past each other and achieving little," it said.

The daily said it is possible to go into specifics of who is to blame and to what degree for each round that leads to nothing - "if indeed the Aug 23 meeting produces nothing of substance".

It observed that the Narendra Modi government "wants to appear tough on terrorism and Kashmir, but does not appear to have a firm grasp of the multi-dimensional policy issues as yet".

The editorial added that the Pakistani state does not appear interested in ratcheting up tensions with India, "even as it does not appear particularly keen to try and find avenues to peace".

"The problem, as ever, remains the misplaced notion that the Pakistani and Indian states can carefully calibrate the tensions - or indeed low-level violence - in the region.

"They cannot."

The daily went on to say that on the Pakistani side, it is "fairly evident that non-state actors can and have caused great convulsions through well-timed and frighteningly well-executed acts of violence".

"The Peshawar carnage last December and the Mumbai attacks of 2008 are the foremost examples of what just a few fanatics can do," the editorial said and added that militant elements and extremist groups remain worryingly well entrenched in society here and the long war against militancy and terrorism will take many years, perhaps even a generation, before it can be won.

"The NSA meeting on Aug 23 needs to get beyond the familiar template of trading accusations and do what the Ufa joint statement suggested it is meant to do: `discuss all issues connected to terrorism`.

"That would mean establishing a common, mutually acceptable and inclusive definition of terrorism; identifying ways to cooperate to pre-empt and investigate terror attacks; and addressing the long-term problems that fuel instability in the region."

New Delhi/Islamabad: With Islamabad yet to confirm the dates for the NSA level talks, a Pakistani minister called upon India not to play the "old blame game".


Islamabad has still not confirmed the Aug 23-24 dates for the India-Pakistan National Security Advisor (NSA)-level talks to be held in New Delhi, sources told IANS.

Last week, Pakistani sources said that they were deliberating on the dates -- in an indication that they were amenable to the schedule. However, they have so far not got back to India.

In Pakistan, Defence Minister Khwaja Muhammad Asif asked India to "end blame game" and come forward with a fresh mind for peace talks.

Asif said "the old blame game had been started against Pakistan after movements of separation were growing rapidly in India", Dawn online reported.

He said India should show sincerity in peace talks and end the old tactics of levelling false allegations against Pakistan.

Tensions between the two neighbours have increased ever since the July 10 landmark Ufa talks in Russia between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif.

Both sides had then agreed to have their NSAs - India`s Ajit Doval and Pakistan`s Sartaj Aziz - meet in New Delhi to discuss issues related to terrorism.

However, there has been a big question mark on the talks ever since.

The Gurdaspur and Udhampur terror attacks by suspected Pakistani terrorists have added to the heightened tension, which last week got worse with India deciding to boycott a Commonwealth parliamentary meeting in Islamabad in protest against the Jammu and Kashmir assembly speaker not being given an invite.

Pakistan has invited the speakers of all the Indian states barring Jammu and Kashmir, citing it as disputed territory.

Pakistan has denied any hand in the July 27 Gurdaspur attack in which three armed terrorists sneaked across the border and killed seven people and also laid siege to the Dinanagar police station. The three terrorists were killed after an 11-hour gunfight.

On Aug 5, a Pakistani terrorist was killed and another caught alive after the two ambushed a Border Security Force vehicle in Udhampur in Jammu region and killed two security personnel. Pakistani authorities have denied that the nabbed man, Usman, is from their country.

There have also been several instances of cross-border firing.

These tense developments come in the midst of the heartwarming tale of Geeta, a hearing and speech impaired young women who strayed into Pakistan 15 years ago as a small girl and has been sheltered there and is living with a charity in Karachi. India is arranging to bring back the young woman.

New Delhi: Underworld don Dawood Ibrahim, speedy trial in 26/11 Mumbai terror attack case and capture of a Pakistani terrorist in Udhampur are some of the key issues to be raised by India at the forthcoming NSA-level talks with Pakistan.

Recent terror attack in Punjab's Gurdaspur, cross-border firing, infiltration from across the border and presence of militants' camps in Pakistan will also be on the table as the government is preparing a detailed dossier for the high-level meeting to be held on August 23.

National Security Advisor Ajit Doval today held a meeting with Home Secretary L C Goyal, Foreign Secretary S Jaishankar, Defence Secretary G Mohan Kumar and top security officials where they discussed the issues to be raised before his Pakistani counterpart Sartaj Aziz, official sources said.

India is expected to give evidence that the three terrorists who carried out the attack in Gurdaspur last month came from Pakistan and Mohammed Naved Yakub, arrested in Udhampur in Jammu recently after an ambush on a BSF convoy, was a Pakistani national.

Doval is likely to press for handing over of Dawood, a key accused in the 1993 Mumbai serial blasts, expeditious and comprehensive trial of 26/11 case to ensure that LeT founder Hafiz Saeed and outfit's operations commander Zakiur Rehman Lakhvi could be punished, sources said.

The regular, unprovoked firing from across the border targeting BSF posts and civilian population in Jammu and Kashmir is also expected to figure in the talks.

Pakistan Prime Minister's Advisor on National Security and Foreign Affairs Sartaj Aziz will visit India on August 23 for first-ever NSA-level talks between the two countries.

The decision to hold talks was taken when prime ministers of the two countries met in Ufa, Russia last month on the sidelines of Shanghai Cooperation Organisation summit.

Raghavan calls on Sartaj Aziz ahead of 1st NSA-level talks

Indian High Commissioner TCA Raghavan today called on Pakistan's Advisor on National Security Sartaj Aziz ahead of his planned trip to India for the first-ever NSA-level talks on terrorism-related issues.

The meeting took place a day after Aziz said he would travel to India on August 23 for important security talks with his counterpart Ajit Doval.

Foreign Office (FO) said in a brief statement that Raghavan called on Aziz.
"He (Raghavan) was informed that the Advisor (Aziz) would lead the Pakistan delegation for talks with the National Security Advisor of the Republic of India on 23-24 August," the FO said.

No further details of the meeting were provided.
Yesterday, after Aziz announced he would visit India, the External Affairs Ministry in New Delhi said it was yet to get a "confirmation" from Islamabad on the NSA-level talks.
The decision to hold the talks was taken when the prime ministers of the two countries met in Ufa, Russia last month on the sidelines of SCO (Shanghai Cooperation Organisation) summit.

The two sides agreed on a "meeting in New Delhi between the two NSAs to discuss all issues connected to terrorism", a statement had said after their interaction.

India is expected to present strong evidence of terrorism emanating from Pakistan highlighted further by recent attacks in Gurdaspur in Punjab and near Udhampur in Jammu and Kashmir.

India's case is bolstered by the capture of Mohammed Naved Yakub, a Pakistani national and a LeT operative, who carried out an attack on a BSF bus last week near Udhampur.

Sharif discusses agenda for NSA-level talks - The Hindu

Resumption of Foreign Secretary-level talks, issue of bail granted to the main accused in Samjhauta blasts and India’s alleged interference will be high on Pakistan’s agenda for the first NSA-level talks in New Delhi next week.

Pakistan Army Chief Gen. Raheel Sharif and Director-General, Inter-Services Intelligence (ISI), Lt. Gen. Rizwan Akhtar called on Premier Nawaz Sharif on Tuesday to discuss the upcoming visit of the Prime Minister’s Adviser on National Security and Foreign Affairs Sartaj Aziz to New Delhi.

Government sources said it was decided at the meeting that Indian intelligence agency RAW’s alleged interference in Pakistan would be among the top agenda items during the talks.

They said the ISI chief briefed Mr. Sharif about RAW’s activities in the country and repeated ceasefire violations by the Indian troops along the LoC.

Mr. Aziz will travel to India on August 23 for talks with his counterpart Ajit Doval.

Mr. Sharif’s discussions with the military top brass came a day after he chaired a high-level meeting to discuss the agenda of the NSA-level talks.

Interior Minister Chaudhry Nisar, Finance Minister Ishaq Dar, were present during the meetings. Dawn News quoted sources as saying that Pakistan will stress on laying out a counter-terrorism mechanism between the two countries during the talks.
