Pakistan railways: PR signs $48.43 million agreement with China

ISLAMABAD:
Pakistan Railways (PR) will float an international tender for obtaining used locomotives on lease and deferred payment basis.
An official of PR said that the maintenance of these locomotives will be the responsibility of the successful bidders during the contract period. Contract agreement for the procurement of 58 (3000/2000 horse power) diesel-electric locomotives costing $48.431 million has been signed with CSR Ziyang, China, dated 7th December 2012 and the locomotives are scheduled to arrive by November 2013 – June 2014.
PR was operating 208 passenger trains in the year 2010-2011 which were reduced to 74. However, due to restoration of 22 trains the figure at present is 96 passenger trains per day. He said that Pakistan Railways would try to create a balance among passenger and freight operations in future but at present it plans to enhance the number of freight trains in fiscal year 2013-2014.

That was because of incompetence of previous Railway ministry which didn't maintain the locomotives, no proper service was given, no good oils and lack of parts maintenance.

I will tend to disagree on incompetence part. It is not incompetence but criminal negligence and corruption which has turned a profitable institution into a liability.

Pakistan should firstly sell the Lands of Railways to local Pakistanis and later on sell 50% share to local companies who can operate it better.
