Money? Maybe not available for export? Take your pick.

The F-22Ps were specifically designed according to PN needs. They're cheap, reliable, and potent. They're perfect for PN, which is usually cash strapped.

The F-22P is a general purpose frigate. From what I can tell, it has multiple uses, and has anti-air and anti-sub capabilities.

my point is i hv heard pak has no destroyer.. so frigates are specifically for anti sub and anti aircraft use and not for anti ship... what is cruiser then?

Couldn't tell you. I know next to nothing about the PN and it's capabilities. All I know is that they're criminally underfunded, and need a bigger budget for the coming threats that it will face in the next decade and further on into the future.

I feel (if I consider myself a Pakistani for a moment), that first of all we should try our best to clarify that will be able to procure more OHPs, if yes then get them, if no then start building 2 more F 22p, this time with 16 cell VLS for SAM, as this will keep it cheaper. And try to go for more missile boats and corvettes. And be focused to procure 5-6 Type 041 submarines.
I stand to be corrected. These are just my views. Sorry if found offensive or not good.

It cannot be true. Our dear moderator Oscar will claim inferior F-22P is lousy in workmanship while superior US Oliver perry frigate is much prefer despite being more than 20years old.

PN will never come back for such an inferior product.

Traditionally frigates have been used as anti-submarine warfare platforms or fast escorts for capital ships, however today they are mutlirole platforms who's missions are shaped by the nations operating them.

Traditionally destroyers were used as escorts for capital ships, today they are equipped with surface-to-surface, ASW, anti-air and land attack weapons. Destroyers are true multirole surface combatants.

Russia uses their destroyers as anti-ship warfare platforms, though they can serve in other roles too.

US destroyers are swing-role and can act as anti-air, anti-ship, anti-sub or land attack platforms. They also have an ASAT and ballistic missile defense capability.

Cruisers have had different roles, gun cruisers were anti-ship ships, shore-bombardment was their purview too. Missile cruisers were anti-air assets. Today's cruisers largely don't exists due to their enormous cost. The US Ticonderoga Class is an air-defense platform, a command and control node - often acting as the head of an individual task force, or are used for shore-bombardment.

US cruisers specialize in anti-air engagements.

The US Ticonderoga class also has an ASAT and anti-ballistic missile capability (some of the fleet is operating on a different baseline, the rest is being upgraded to this standard).

Warships aren't designed specifically for a single task anymore, though they may more suited to a certain role, depending on the budget of their operating nation, their threat profile and environment they will be operating in. No need for a cruiser in littoral waters. Support ships such as replenishment, Amphibious assault or mine-hunters do have more centralized roles.

The future of surface-combatant design might be modular, swing-role platforms that can be tailored to specific theaters or threats quickly and cheaply. We are beginning to see this concept on the US LCS platform and on its battle-doctrine of "distributed firepower"

Long story short, single-role platforms like the traditional ASW frigate are a thing of the past. Modern warships are multirole platforms, especially as warships become more expensive and single-role platforms too costly to keep in numbers. Why keep a ship for ASW, a ship for anti-air, one for anti-shipping and another for land attack when one ship can do all of these jobs?

a modified variant as f23p with medium range sam and more displacement will be a better option.
