When something goes wrong then that person no longer represents India but when an Award is handed out then India will claim credit for it even when that person was born outside of India with India using the label "Indian-Origin".

1971 east pakistan is not possible militarily because of our growth and international pressures but covert operations and domestic revolution can be done.

Then there can be Baluchistan, Sindh Desh, Greater pakhtunistan etc.
