Lolzz g8 pics.....love the second one. On a more serious note the second pic may have been the case in reality if the MLUs were being done in the US,thanks some sense prevailed and we decided to go to Turkey.

actually second plane is called 'sanctioned upgrade'. system is upgraded and all latest tech is installed but due to sanctions wings and tail is removed.

Even if the upgrade is done in turkey.. the jets will fly BACK to the US and then be delivered from there

If I am not mistaken the planes need to fly back to the nearest US base for US officials to clear it before delivery. It does not necessarily mean flying all the way back to US.
Please feel to correct me if I am wrong.

Yup.. Correct, However the clearance is not just for the upgrades. The FMS(Foreign Military Sales) restricts such transfers to take place from American soil. Meaning that while TUI may perform the uprades it will be the American's handing it over to us.
This system is regulated so much that even for basic spare procurement a very lengthy and bureaucratic procedure has to be followed. Its a credit to our intelligence contacts and the Israeli's who just wanted to sell stuff that we were able to keep our falcons combat ready in the times of embargo.
