Pakistan for non-deployment of ballistic missile system.
New Delhi
Jayanth Jacob, Hindustan Times
New Delhi, July 09, 2011.

Pakistan is pushing for the signing a pact for the "non-deployment of ballistic missile system" targeting each other as a major confidence building measure (CBM) between the two counties ahead of the foreign ministers meet later this month. Not keen to bite the bullet, India argues that
this issue cannot be restricted to the India-Pakistan context, but should be placed in the larger South Asian security framework (that includes China) that New Delhi has to deal with.

However, CBMs such as finalization of a border ground rules, return of inadvertent crossers, exchange of commandants between the national defence college and national defence university of Pakistan, and meetings between director general coast guard and his Pakistan counterpart and exchange of military bands are among the expected outcomes of the meeting between the two ministers.

Senior Indian government sources told HT that the pact for signing the non-deployment of ballistic missile system has been raised by Pakistan for some time now. "When the two foreign secretaries met in Islamabad last month also this issue came up", said a senior official.

New Delhi says that its ballistic missile system cannot be seen through the context of India-Pakistan and it has a larger South Asia security framework, explained the official.

"A step by step approach is what we have been following to address the trust deficit between the two sides. And we are discussing all the issues of mutual interests", an official explained.

India has very serious concerns over infiltration which foreign secretary Nirupama Rao too took up with his Pakistan counterpart Salman Bashir when they met in Islamabad last month.

“But the ceasefire between two countries by and large remains. So we need to build on that”, said the official.

In that context comes finalization of border ground rules. This will be guidelines for both the sides to go about in case of an incident, instead of the situation getting "flared up."

There are many incidents of people accidentally straying into each other's territory. So both the sides are trying to put in place a mechanism so that the inadvertent crossers are sent across.

Hey jigsaw-puzzled abc 90, I am sure you won't have problem understanding this ................. moved on to China as your prime threat then why do you have most of your forces deployed against Pakistan ?

It is time you Indians also learn about India duplicity. You think we here don't know stuff and you can come here and lie in this flagrant manner. Whatever I have mentioned below has been taken from Indian web sites.

Indian border with China including the LAC is about 3380 kilometers. With Pakistan the border including the LOC spans for about 2012 kilometers. To defend this vast space Indian Army’s current deployment posture and the increase after new raising still indicate a heavy bias towards Pakistan.

Out of the current 6 Army operational commands (each comprising 2–3 Corps) 5 are deployed against Pakistan. Eastern Command touted to be deployed against China, also looks after the Bangladesh and Myanmar borders.

Out of thirteen Corps’, ten are defensive, while three are Strike Corps. The three strike Corps consist of 3 Armoured, 4 Infantry, 5 Mechanised and 3 Artillery Divisions. The only country against whom these mechanised components numbering over 3000 tanks and armoured personnel carriers could be employed, is Pakistan and not China due to the mountainous nature of the terrain. Ten out of the thirteen Corps are deployed against Pakistan.

The Indian Navy is equipped with over 140 surface ships, 17 submarines and 119 aircraft/helicopters, divided in 4 Naval Commands with bulk deployed against Pakistan. Out of 16 Indian Navy bases, only 4 are deployed on its eastern coast against purported Chinese intrusion in the Bay of Bengal whereas 12 naval bases are on its western coast against Pakistan.

Indian Air Force consists of 5 operational commands. It has 44 Operational Squadrons and 12 Transport Squadrons. 29 Indian Air Bases are deployed against Pakistan as compared to 6 against China, which India calls it enemy number one.

Please do not come here and spread your lies. Thank you.

Firstly, provide credible link for this.

Secondly, if you consider corps stationed in central India as pakistani centric then we can't help you out. The main thing is our central indian corps are being stationed there cause of the reason that they can moved to any part of India ..ex- east, south, west in case of any conflict cause of better rail connectivity with whole India from central Indian region.

Lastly, We have deployed Troops on chines border by considering the proportion of # of chines troops on Indian side of border, the day chines started deploying there troops in TAR region we will also start increasing the number of troops on our eastern side. So, don't compare the number of troops deployed by pakistan on there side of border with the number of chines troops on Indian side of border.

We will move troops accordingly, while considering the number of troops deployed on other sides of border on both eastern or western side. So,your so called deployment is baseless and self-made threat perception which we cant help you guys out!!

We use 2.4% of our total for defense so far. 97.6% is used for what you're telling me. Technically 3% should be chosen and fixed as the defense budget. We are doing what we should be done in 90s. Unfortunately, our economy was in bad shape then and our great friend the USSR was in no position to re-arm us in the same way as in 70s and 80s. So we had to wait it out till mid 2000s to start our modernization program.

What? He just repeated the same things I debunked a few hours ago. You think you know about our military better than we do? :what:

Oh you are here again with your non-expertise. ha ha ha ........... I replied over there as well

The bias of Indian armed forces deployment is Pakistan centric. If you mark the peace time locations of your armed forces on map, you will see the bias and you would understand where does it pose threat. If the forces located closer to Pakistan borders are moved to China, it will take a lot of time and the war may be over by the time these forces can be employed along India-China border. One of the major reasons your cold start doctrine was put in place was to reduce mobilization time, which the Indian newspapers said was about a month. Essentially this was for the forces deployed either far away from Pakistani border or were part of eastern command which took more time to reach their war time locations. Therefore India is raising some more troops for China front so that they could react in time and be deployed early.

You need to learn more about army deployments and movement before commenting like a novice, which you are. Please dont bang your head against the wall, the sound of emptiness is creating noise pollution. Thank you. :)

Ohhh my .... here comes another expert.

For your information your defense experts say that over 34 Chinese Army Divisions would be deployed against India. This number is more than Pakistan Army's divisions. So why do you have less than 15-20 % of your army deployed against what you recognize as your main threat.

Please don't spread bull-crap around.
