so, how is it different to Shaheen Missiles? What new tech does this bring to the table?

Well, shaheen can also does the same if i am not wrong.
Shaheen was successfully tested on 9 March 2015 with 2750 km (1700 mi) range– a range of up to 1700mi
The Shaheen program is composed of the solid-fuel system in a contrast to Ghauri program that is primarily based on liquid-fuel system

Shaheen is solid fueled. Ghauri is liquid fueled.
Shaheen is manufactured by NDC
Ghauri is manufactured by KRL.

- Solid fueled missiles can be launched at a moments notice.
- Liquid fueled missiles need time to prepare and inject the fuel, can take up to an hour. WIth improved pumps, can be reduced to 15 mins. But Solid fueled missiles are still faster to prepare, in fact almost no preparation is required.
- Liquid fuel is also dangerous to handle and needs to be kept seperate from the missile. Some missiles exist that have liquid fuel already stored in them in a seperate compartment to reduce preparation time.

- Liquid fueled missiles' thrust can be controlled.
- SF missiles thrust remains same throughout their flight and cannot be controlled.

- LF missiles's trajectory makes them easier to intercept compared to solid fueled missiles (characterised by more durable boost-phase which makes them easier targets to interception than high-acceleration solid-fuel missiles)
- LF missles have a higher Launch-weight to Throw-weight Ratio (advantage)
- LF missiles are more expensive to build and maintain.

All the 5 accepted nuclear powers have shifted all their arsenals to solid fueled missiles. But Russia has recently introduced a new missile that is going to be liquid fueled for some bizarre reason. It has experts baffled.

That was shaheen III; assuming you are talking about its shorter range then shaheen II could also be used for similar purpose as it also has a range close to this Ghauri variant.

They probably are building new one but perioduc tests will continue for ones already in service
