We civilian are not military strategists but we know if you have resources to spare to protect soccer matches in Qatar then you can send in troops in Swat as well.
I can go in details but a military strategist should know the basics:
1. The role of Military Police is very different from a formation which is sent in to conduct Ops such as clearing an area.
Now Govt. of Pakistan is deploying resources to Qatar and then telling Govt. of KPK to use Police to fend off TTP in Swat. How many military strategists contributed in making such strategic decisions ?
2. The basic structure, hierarchy and use of formations, along with reporting structure when a problem arises in an area.
a. Its the first and foremost responsibility of the Police. This is why IBO's are conducted by CTD which is mainly a Police force. While The SHO can be called upon by the ASP who has to report to SP and provide a summary. If escalated, the SSP presents the report to DIG who then assigns Police forces under himself or puts them under SSP for further action.
b. The Police can call Reserve Police (Constabulary) as back up. This occurs since Police and Reserve Police are under the Civil Govt as well as Federal Govt, who manage the internal security.
c. The IG Police/Ministers of province can request Federal Govt to provide further security due to circumstances in which Police and Constabulary has fallen short, therefore FC/Rangers are required.
d. FC is deputed to the task under orders of Interior Ministry and IG FC's office starts to work closely with IG Police's office, both are under instruction of Interior Ministry.
e. FC forwards request to Interior Ministry that Paramilitary forces require assistance of Regular Army troops. This request is forwarded to Interior Ministry which contacts the Chief's office in GHQ and from there GHQ sends orders to Corps HQ. The Corps Comd comes in contacts either with FC HQ or assigns a Div Comd to contact IG FC and provide assistance to FC.
f. Even if an Ops has to be conducted, Police provides access and basic intel, FC goes in for the Ops while the outer cordon is managed by Army. Unless its a Special Ops where SF detachments of Police (CTD/Elite Force etc) and SF Dets of FC(SOW)/Rangers(RAT) are for unable to carry out that Ops due to any circumstances then Army's Light commando Battalion (LCB) is sent in. If However, LCB cannot undertake the Ops, the SSG is called in. In Army's cadre, any force which is closest (in time critical missions) can also be called in. This can be a Regular Infantry Battalion or a QRF force designated to be ready and armed for unforeseen incidents.
g. The Corps HQ can request for aviation or other assets from GHQ, if it requires more or different types of assets which are not directly under its command. GHQ can also assign assets to Corps HQ if MO Dte approves that such maybe required during an Ops.
h. The Corps HQ can send a request to GHQ to assign other Forces (PAF or PN) if required and this is forwarded to JSHQ, where the Ops can be planned.
