Let's say it costs $18000/year ($1500/month) to live a very basic lifestyle in a small city. A person making $24000/year paying 20% tax ($4800) will have $19200 after tax. That leaves $1200 ($120/month) left over after necessities for emergencies and other expenses.

A person making $240000/year paying 20% tax ($48000) will have $192000 after tax. Even if they spend 5x as much on living ($90000/year) they will still have $100000/year left over.
