PESHAWAR: As some semblance of normalcy returned to Bannu on Wednesday, a day after an operation against terrorists, the under-fire KP government refused to accept the blame for the resurgence of terrorism, saying it was the responsibility of the Centre to tackle the issue.
Chief Minister Mahmood Khan in a media talk declared that ‘fighting militancy’ was the mandate of the federal government.
Meanwhile, President Arif Alvi, Prime Minister Shehbaz Sharif and Army chief Gen Syed Asim Munir, separately, paid tribute to the soldiers who took part in the operation at the CTD centre in Bannu on Tuesday.
The KP chief minister explained that it was the Centre’s job to fight militancy since the institutions fighting [against militants] fell within the jurisdiction of the federal government.
“Crime and law and order situation is the provincial government’s job but militancy falls within their [federal government’s] domain and hence this is their responsibility,” he maintained.
Besides, the chief minister claimed that the federal government was reluctant to release funds for both current and developmental expenditures. “Neither do we receive the current nor the developmental expenditures [funding],” he said and alleged that the funds were being diverted to the federal government’s members of parliament.
Endorsing the CM’s views, the KP government’s spokesperson told a press briefing that the police’s job was to counter routine crimes and ‘national security’ was beyond its mandate.
He said the incident that took place inside the Bannu CTD centre fell within the definition of ‘national security’ which was the federal the government’s domain.
“This is not something about general law and order…it falls within the domain of the national security which is the responsibility of the federal government,” CM Adviser on Information Barrister Mohammad Ali Saif said.
In reply to a question about the recently held talks with the banned Tehreek-i-Taliban Pakistan (TTP) in Afghanistan, the special assistant said that war had never ended since 2001 and dialogue was an attempt to further improve the situation but a permanent solution [to militancy] could not be found.
“The reason for dialogue with them [TTP] was to improve the situation,” Mr Saif said, adding that war never ended, though its intensity fluctuated. “We wanted a permanent solution but it did not happen,” he said while explaining the reason for holding talks with the Taliban.
A KP minister, however, appeared to have a different stance, reported APP.
Kamran Bangash at a presser reiterated the provincial government’s resolve to eliminate terrorism and extremism in all its forms and manifestations and said the government was taking pragmatic steps to improve the capacity of police and the Counter Terrorism Department (CTD).
Referring to the terrorist attack on the CTD compound, he said police and security forces had already shared information about the possible terrorist attacks.
Meanwhile, Chief of Army Staff Gen Syed Asim Munir met the officers and soldiers, who were injured during the Bannu operation, at the CMH Rawalpindi, according to an Inter-Services Public Relations release.
The COAS remained with them for some time and inquired about their well-being.
He appreciated their high spirit and morale and lauded their professionalism during the operation against the terrorists.
Pledge against terrorism
President Alvi lauded the security forces for carrying out a successful operation against terrorists in Bannu and expressed the resolve to eliminate terrorism from the country’s soil, APP reported.
The president, in a statement, termed the success a result of the professionalism of security forces and their unwavering commitment against terrorism.
In separate remarks, Prime Minister Sharif said the state would not surrender to any terrorist group or organisation and vowed that militants would be dealt with according to the Constitution and law.
Strongly condemning the activities of terrorists, he said such attempts would be crushed.
“We will not let the sacrifices of the martyrs go to waste,” he said and mentioned the military operations of Raddul Fasaad and Zarb-i-Azb as significant measures to eradicate terrorism.
The prime minister said that though main responsibility for law and order lies with the provinces, the federation could not turn a blind eye to such problems.
He assured the provinces that the federal government would work along with them in fighting terrorism and vowed to fully implement the National Action Plan to eliminate terrorism.
PM Shehbaz said the federal government would assist the provinces in improving the professional capacity of the anti-terrorism force and departments.

The Generals, Establishment are also trapped in a dilemma, a trap of their own making.

If they stops working against Khan and PTI and stops supporting the US supported imported crooks US, US deep state will screw the Military.

If they don't and do the otherwise, the 220 million people will/are screwing them on a daily basis, not just PTI and Khan.

Right, they are. Establishment is trying hard to pin blame on PTI, for their "Haraam-zadagies".
These 2 bit bottom of the barrel hacks posing as Generals have indoctrinated all the officers under their command. They don't execute their job description correctly and have the gall to point out the JD to others. In this case border security and militancy clearly falls under the domain of the FG and by and large with the military.

That we have serving officers of the PDF blaming the gov in KP for their own shortcomings is testament to the brainwashing and propaganda that they have been receiving by pledging their allegiance to the Cult of Kakul instead of Pakistan.

Absolutely pathetic behaviour by Imran led KP govt. , like always , regarding terrorism. I guess they did not get the memo where 18th amendment gave portfolio of law and order to the provinces. Not even a shred of remorse from these lar-yo-bar simpers.

National and border security is the Federal domain, it has nothing to do with the 18th amendment. Bannu is only 3 hours away from Islamabad. it's an alarming situation. Taliban strike very deep, Bannu is way south of the Afghan border.
Plus CTD KPK needs training. Usually, CTD gets training from PA. Equipment is obsolete. KPK govt hasn't gotten his fund from the Federal govt. Lots of issues.

In a blame game, its the lower hierarchy that loses, this one being KPK Govt. At the end of the day when the local assets failed, SSG was sent in by high command to clear out the compound. KPK Govt is falling to the bait of showing its weakness to let Govt point fingers, provide solutions, start interfering in the affairs of the province and make KPK Govt look like a puppet while the strings are controlled from ICT. Instead of taking/requesting control of concerned security elements from Federal Government, which would have been the wise thing to do, the CM is reiterating that jurisdiction rests with Federal Government, where as the jurisdiction can be altered/handed over on request and as per circumstances.

At one point, Federal Government will start taking measures which will show clear intervention into KPK's policies and highlight problems, furthermore become a bone of contention once again for KPK Government. One of the pretext will be that the Federal Government has already provided resources to KPK Government, next Federal Government will start sending tier one authorities to handle those resources since KPK Government is unable to do so.

From strictly security pov, the report mentions that police and security forces had already shared information about the possible terrorist attacks. KPK Govt should have ensured proper steps are taken to counter such attacks not just through vigil but SOP's involving deployment, command and control as well as intel reporting process to ensure such incidents do not occur. KPK Govt has policing formations under its command. Its just like FC manning the Pakistan-Afghanistan border, the FC HQ has to work with KPK Govt and Police although it sends summaries of reports to Federal Govt, since Interior Ministry has provided these assets at disposal of KPK Govt.

Another factor being that Military formations like XI Corps fall under GHQ, FC comes under supervision of Interior Ministry though local commanders are assigned and report to Provincial Government where as all related Police forces are answerable to provincial Govt. Unless CTD assets are directly reporting to Federal Govt without any supervision/indulgence of Provincial Government and commanded by an officer sitting and reporting to Federal Government, then the KPK CM's statement may hold some strength, but Bannu has its own Police, Frontier Constabulary as well as FC assets who are directly under command of Provincial Government and report to KPK authorities including CM therefore its an ambiguous/grey area where KPK CM cannot fully throw the responsibility onto Federal Govt.

Amazingly, the wounded SSG personnel were shifted to CMH Rawalpindi, not CMH Peshawar or Kohat in KPK.

Khuda ki qasam aaj tak aik paisa bhi nahin milla itni mehnat aur lagan ke baad.

Terrorism in Pak started in 2005 and If the Army done their job they could of finished
TTP of along time ago. But they are more interested in corruption, DHA's, getting
rid of Prime Ministers, making p@rn vids of politicians, judges, threatening and
killing journalists.

An infantry officer knows, among his various options, when to bring out knife, glock/beretta, MP5 , G-3, LMG, bazooka, mortar, RR, ATGM or sniper grade rifle along with use of mines or Grenades.

Likewise, when to take off the helmet and put on the beret, which you splendidly did in this thread.

Likewise, when to take off the helmet and put on the beret, which you splendidly did in this thread.
Gents, wouldn't it have been better to breach the compound at night using silenced weapons and stealthily sweep in, to catch the terries off guard??
