TAIPEI -- A deputy head of Taiwan's China affairs agency said Wednesday that the government in Taipei has always considered Taiwan and mainland China to be two areas of the same country — “one Republic of China, two areas.” (一國兩區)

Wu Mei-hung (吳美紅), deputy minister of the Mainland Affairs Council (MAC, 陸委會), pointed to the Republic of China Constitution and the Act Governing Relations between the People of the Taiwan Area and the Mainland Area as defining the two sides as separate areas under the R.O.C. government based in Taipei.

“This definition has been the same for over 20 years through three different presidents, never changing,” Wu said.

Her comments came after Taipei Mayor Ko Wen-je (柯文哲) stirred up debate by proposing “two countries, one system” as a model for cross-strait relations in a late January interview with U.S. magazine Foreign Policy.

That is an inversion of the “one country, two systems” formula often broached by Beijing when talking about Taiwan and currently being used to govern semi-autonomous Hong Kong.

Wu responded to reporters' questions by reiterating the government's long-standing view that the Republic of China is a sovereign, independent country based on freedom and democracy, which it said is the consensus of the Taiwanese people.

She said she spoke on behalf of the people of Taiwan, adding that they have never changed their insistence on continuing exchanges with the other side of the Taiwan Strait.

Wu said that the government will continue to move peaceful relations forward based on the “1992 Consensus,” the tacit agreement between Taipei and Beijing that there is only one China, with each side free to interpret its meaning.

Literally the second slogan is a weakened version of political differences implying Taiwanese are accepting Taiwan is a province / SAR of China but in fact it is not. Taiwan has its own diplomatic and defence systems while HK and Macau are under "one country, two systems", their diplomacy and defence are handled by PRC

That is not happening now but would it in future? Possibly but not in near future esp they have USA and Japan as agitators for the separation
Taiwan still has a large number of people who are against PRC
Just like Pakistan India and Bangladesh are all democracies, so they have the same political ideology, why cant they merge as one country although you may argue that the grudge between PRC and ROC are not as intense

One country equals one representing flag. China needs a flag that entirely represents the whole region. This would make people feel part of a single nation. 3 seperate nations were built among China with 3 different historical perspective, national myth and consensus.

The one HK has is paper thin, because this was simply rooted to Western Hegemony in the region. And some hot headed idiots in HK waving Colonial Era flag, I guess because of Stockholm syndrome.

But Taiwan is a different story. It's so close to being a real nation. That's why there should be an ultimate Chinese national perspective that also covers Taiwan.

A single flag representing the entire region is definitely needed.

I believe in one country one system. Taiwan rhetoric has to end soon with PLA soldiers landing in Taiwan

The difference is R.O.C was created in 1912 and last until now.
They are the winner of WW2, accept the Japanese disarm in several parts of Asia

And have good relation with both Japan and USA.

What would China lose if Taiwan become a separate country or what would Taiwan gain if it were to become a part of China? It is already recognised by about half of the countries in the world and has its own identity.

For those who opposing CCP, I think CCP's system works best for China. CCP has its own unique system to grant rewards according to the performance of its party leaders. It's efficient than having a democracy in a developing country where leaders are elected by deception and false promises. It's best to run CCP with a relatively independent judiciary system to combat corruption.
