North Korea Launches 4 Missiles - WSJ.comSEOUL—North Korea on Thursday launched four short-range missiles into the sea off the eastern coast of the Korean peninsula, stirring tensions after a naval incursion earlier this week.

South Korea's Defense Ministry said the firings appear to have taken place at 5:42 p.m. at the Kittae-ryong hills in North Korea's southeastern region but added that it couldn't provide more details until Friday morning.

Given their range of around 100 miles (160 kilometers), the missiles are unlikely to have posed danger to neighboring countries. North Korea routinely launches short- and medium-range missiles during its military drills, which are also seen by some as a protest of U.S. and South Korea military exercises.

Seoul and Washington began their biggest annual joint exercises on Monday.

North Korea's last known firings took place in May when Pyongyang launched a series of short-range missiles over several days, seen by analysts as an objection to South Korean-U.S. naval drills at the time.

North Korea made no immediate statement about the latest launch.

The latest firings come after a North Korean warship strayed into South Korean waters from late Monday to early Tuesday, the first reported maritime incursion this year.

The missile firings and naval incursion follow an apparent easing in inter-Korean tensions. Senior-level bilateral meetings were followed by reunions of families separated during and since the 1950-1953 Korean War from last Thursday to Tuesday.

Relations with the West remain sour. North Korea blasted a United Nations report that said Pyongyang has committed crimes against humanity, calling it a conspiracy by the U.S. and its allies. U.S. Secretary of State John Kerry on Wednesday dubbed the secluded nation "an evil, evil place" while speaking on the human rights abuses detailed in the 400-page condemnation by the U.N.

CNN -- North Korea launched four Scud missiles into the sea off its eastern coast Thursday, the South Korean Defense Ministry said.

The missiles were fired in the direction of Russia and fell into the sea, according to the Pentagon, which described the launch as a very low-level matter.

The missiles were fired just days after the start of annual joint military exercises between South Korea and the United States that North Korea opposes. The joint military exercises routinely spark tension between North Korea, South Korea and the United States.

For example, last year's exercises triggered weeks of heightened tensions between the nations and North Korean threats of nuclear war.

"It may be little more than regular military testing," said Michael O'Hanlon, a defense and foreign policy expert at the Brookings Institution. "I'm not persuaded it's a big deal or even a medium big deal, though."

The launch may also be an attempt by North Korea to remind the world and its own people that it has muscle, too.

Most observers say North Korea is still years away from having the technology to deliver a nuclear warhead on a missile, but it does have plenty of conventional military firepower, including medium-range ballistic missiles that can carry high explosives for hundreds of miles.

"North Korea's missile launch is merely part of their ongoing efforts to demonstrate to the world, and more importantly to their own people, what they are capable of. It is more showmanship than meaningful geopolitics," David Rothkopf, editor of Foreign Policy magazine, said Thursday. "It is not a surprise, and we should expect more of the same so long as this regime is in place."

Earlier this week, South Korea said a North Korean patrol boat strayed over the maritime border between the two countries several times. It eventually returned to the North's side of the border after warnings from South Korea.

Such infringements happen periodically, according to the South Korean Defense Ministry.

S. Korea says N. Korea's missile launch 'intentional provocation'


SEOUL, Feb. 28 (Yonhap) -- North Korea's latest missile launch appears to be "an intentional provocation" to express its displeasure with the ongoing Seoul-Washington military drills, Seoul's defense ministry said Friday.

On Thursday, the communist country fired four short-range missiles from its southeast coast into the East Sea, throwing cold water on a recent thaw in inter-Korean relations.

"Given its timing, we believe that the North's missile launch was very intentional and a kind of provocation," Seoul's defense ministry spokesman Kim Min-seok said in a regular briefing.

Noting that the government believes what the North fired "were Scud type ones," he said Pyongyang "made the plan deliberately" to resist the joint military exercises between South Korea and the United States that kicked off on Monday.

The North had called for their cancellation, claiming that they are a rehearsal for a war against it.

Thursday's launch was the North's first firing of a Scud missile since 2009, which "poses a threat to South Korea as the whole Korean Peninsula is in range," he added.

The communist country has three types of Scud missiles -- the Scud B with a range of 300 kilometers, the Scud C with a range of 500 km and the Scud D with a range of 700 km.

On the first day of the drills, North Korea briefly violated the tense western sea border three times, following last week's firing of what military sources believed to be a new type of rocket larger than 300 mm caliber from a multiple rocket launcher.

Though the defense ministry spokesman said no signs of additional missile launches or other types of provocation have been detected, sources here said the North has banned its fishing boats from operating in the East and Yellow Sea, and put its troops in the border region on "special alert."

"Since earlier this week when the military drills began, the North has kept its ground and naval forces in the border regions on special alert," a senior government source said, requesting anonymity.

"We also can see the North's reinforcement of artillery exercises in response to the joint drills."

Another military source also speculated that "chances are that the North would provoke further given that the authorities have controlled fishing boats in the East and Yellow Sea border regions."

The missile launch also came at a time when the inter-Korean ties have been showing signs of improvement. Following the rare high-level inter-Korean talks, the two sides held reunions of families separated since the Korean War for six days from Feb. 20, for the first time since 2010.

Still, the South Korean government expressed hope that the North's latest missile launch won't affect inter-Korea relations and Seoul's move to hold further reunions.

"We expect family reunions and inter-Korean relations to fare well down the road," without being affected by the missile launches, said Kim Eui-do, the spokesman for the unification ministry in charge of inter-Korean relations.
