What i dont understand is,why isnt there any private initiative from individuals(rich or middle class)?
There are but again in pointless sports like cricket. Lots of ex cricketers have academies running, and cricketers in general are very well paid individuals in Pakistan. There is however simply not much public interest in sports like hockey or football for big sponsors to deem it worthy to patronize these sports. Ultimately its the duty of the state to raise awareness about other Olympic sports, and maybe then private initiatives will increase. However the state has other priorities at the moment (fighting terrorism/economic recovery etc). This coupled with chronic issues like corruption and nepotism leaves little breathing space for the few brave souls who do try to venture down this path. Muhammad Waseem (boxer) is one example, he utilized all resources present and managed to win several medals in the Asian and Commonwealth games but eventually gave up due to frustration and went professional.
