There was no temple. This is why this issue started in the ‘90s and not 1947. Hindus didn’t just sleep for all those years.

No subsidy is provided for travels rather security and infrastructures are built around. Also, it generates revenue. Many temples in India generate billions in revenue for the government. And Kumbh Mela is in India, not in Himalaya.
