No Budget, Army struggles to raise mountain strike corps

NEW DELHI: The Army is struggling to raise the new mountain strike corps it requires for effective deterrence against China, forcing it to dip into its critical war wastage reserves (WWR) in the absence of dedicated funding, even as the government continues to be keen to slash the "flab" in the 1.18-million strong force.

The raising of the mountain strike corps (17 Corps) with 90,274 additional soldiers was approved by the UPA-2 regime in July 2013 at a cost of Rs 64,678 crore spread over eight years by 2020-2021. But with no dedicated funding, and defence PSUs and ordnance factories yet to really step up indigenous production, the Army is being forced to equip the new units being gradually raised for the 17 Corps from its already-depleted WWR. Out of the 250 headquarters/units approved for raising, around 90 have been raised till now.

The Army firmly believes there is no alternative to "boots on the ground" given its lack of cutting-edge military technology in several arenas. The force, after all, has to guard two long, treacherous borders with China and Pakistan as well as conduct counter-insurgency operations in Kashmir and northeast.

"China is going in for a 300,000 troop cut in the 2.3 million-strong People's Liberation Army by 2017 after 30 years of a major technological upgrade. We are nowhere near that stage," said a senior officer. But defence minister Manohar Parrikar's reiteration that the Army needs to cut down its non-operational manpower in the face of escalating wage and pension bills has again set the cat among the pigeons.

Pruning could take place in the entire "sahayak" (orderly) system for officers, the practice of deploying soldiers for escort duties or to man unit-run canteens. "Technology can replace manpower... It will take time and cannot be done overnight," said Parrikar. After having undertaken "optimisation of manpower" four times in recent years, the Army however says there is very little scope now unless the force acquires "cutting-edge technology". As was first reported by TOI, and then reiterated by CAG, the Army cannot fight a war beyond 15-20 days due to crippling shortages in its ammunition stocks. This when the norm is to hold ammunition for 40 days of "intense" fighting under WWR.

What a stupid article but it's from TOIlet so what to expect? Basically a rehashing of 3+ year old news and a few other resolved elements thrown in.

1) The new GoI has revised the MSC plans to make them more financially viable and has set about a dedicated fund
2) The IA's stores are being actively expanded to meet the 40 day reserve target

Recently the M777, Chinook and Apache deals have all been signed that will all be essential for this MSC.

Why not just transfer a corp?
We don't have a Mountain Strike Corps till now. A regular corps won't do. We have plains based corps.

The needs of a MSC are very different from the ones we have. A MSC needs to be very air mobile and mechanized. A very high number of organic transport choppers, attack choppers (light and heavy), air portable arty among other things is required. Its pretty much like an exped. corp.

This is the first of its kind being raised in India.

Outdated news. War reserves are above 100%.

India is preparing for a two front war. It's not possible without more manpower. There is a plan to raise another strike corps for the Chinese front after the first one is raised. There is also a plan to raise multiple holding corps.

And China is increasing its teeth to tail ratio. India is also doing the same. It's part of modernization of any military.
