President of Pakistan has put his signatures on Swat deal. The United States is worried; NATO is worried; Amnesty International is worried; and liberals in Pakistan are worried too. However, majority of the people of Pakistan are not worried; the army is not worried; and the people of Swat, themselves are not worried. No one wants talibanization, at least I don't. However, we must look closely to what the people of Swat are demanding.
Decades back when the regular Pakistani legal system was not in place in Swat, people used to have their own "qazi" system in place since hundreds of years. They used to get quick and cheap justice during that time and were satisfied with it. Unfortunately after Swat was turned into a settled area and legal system in that prevailed in the rest of Pakistan was introduced, people had to wait for years for the courts to reach decisions. We all know the famous quote: "Justice delayed in justice denied". The current movement in Swat started because people wanted quick and easy justice. They relate it closely with Shariah as the regular legal system is the one introduced by the British.
The rest of the problems in Swat, like blowing up of girls' schools for instance, is a by-product of people's frustrations that developed over the years, mainly due to the unwillingness of the subsequent governments to listen to their demands. Once the new "Nizam-e-Adal" which means "System of Justice" is in place, rest of the problems should be easy to solve because the people of Swat are open to dialogue. Right now, it was more important to have peace in Swat rather than anything else. This region has seen enough bloodshed, and if the new system helps in satisfying the people and bring peace, then be it.
I share some of the concern coming from some quarters that say this peace deal will make the taliban in the region more bold, start an era of oppression on women and take the country backwards rather than forward. However, what are we supposed to do when there is evidence to suggest that the Indian Intelligence Agency, RAW, is playing with the emotions of the militants in Pakistan, supplying them with latest weapons and conducting sabotage activities through them to destabilize the country. Since RAW is mostly operating from Afghanistan, it is not possible that the Americans do not know what India is trying to do right under their nose. We need to have peace internally, at least for the time being so that foreign powers do not succeed in their goals of disintegrating the country. If at a later stage, when we are no more facing external threat and and the situation in Swat deteriorates, Army can always be called in to take action. Although it would be hard for them to start the operation from scratch, we are in the middle of the devil and the deep blue see.
