NIA to investigate Davinder Singh's ISI connection after probe reveals his frequent visits to Bangladesh

Investigations have revealed that Davinder Singh paid three visits to Bangladesh in 2019 and stayed there for many days. Sources say two of his daughters are currently studying in Bangladesh but the security agencies fear that the real purpose of his visit could be an ISI connection.

After formally registering a case against suspended DSP Davinder Singh, Hizbul Commander Naveed Babu and others, the National Investigation Agency (NIA) will probe the tainted cop to establish his suspected decade-long connection with Pakistan's Inter-Services Intelligence (ISI).

Davinder Singh, posted as the deputy superintendent of police, was arrested last weekend along with Naveed Babu, self-styled district commander of banned Hizbul Mujahideen, a new recruit Atif and an advocate Irfan Mir. The four were caught with arms and ammunition while they were travelling in a car near Qazigund on the national highway in south Kashmir.

After receiving orders from the Union Home Ministry, the NIA has re-registered this case and started the investigation, an official spokesman said.

Investigations have revealed that Davinder Singh paid three visits to Bangladesh in 2019 and stayed there for many days. Sources say two of his daughters are currently studying in Bangladesh but the security agencies fear that the real purpose of his visit could be an ISI connection.

The investigation agency is likely to grill Davinder Singh to find out whether he met ISI agents in Dhaka, Bangladesh. Sources have also revealed that the education of his daughters might have been sponsored by the ISI as Indians normally do not send their children for higher education to Bangladesh.

It is suspected that the meetings between Davinder and the ISI agents might have taken place during his stay in Bangladesh.

Jammu and Kashmir (J&K) Police and other agencies have also scanned Davinder Singh's bank accounts to trace suspicious transactions. However, the agencies are yet to find out the source of the unaccounted currency amounting to Rs 7.5 lakh recovered from Davinder Singh's house.

Interestingly, the J&K Police had already announced a bounty of Rs 20 lakh on the head of arrested Hizbul ultra Naveed Babu but Davindra Singh, instead of arresting him, accepted Rs 12 lakh from him to provide a safe passage to the militant. Why did Davinder Singh chose not to take the reward is also a matter of the investigation.

Besides Davinder Singh's connections with Hizbul Mujahideen, the NIA will also be probing the suspended cop's connections with other militant groups like Jaish-e-Mohammed (JeM).

Davinder Singh had allegedly provided a safe passage to one Pakistani terrorist, Mohammed, from the Valley to New Delhi in 1990. Mohammed was involved in the 2001 Parliament attack and was killed by the forces during the attack on Parliament.

Davinder Singh had also allegedly provided a safe passage to the four Kashmiri terrorists who were arrested on July 1, 2005, along with arms, ammunition and counterfeit currency on the Delhi-Gurugram border. One of the arrested terrorists, identified as Hazi Ghulam Moinuddin Dar @zahid, was also provided with a wireless set and a pistol with a safe passage letter by Davinder Singh.

The investigation agency has sent the letter, wireless handset and the pistol for a forensic examination as the letter was typed on the J&K Police letterhead and signed by Davinder Singh who was the then DSP, CID.

Another letter, written by Afzal Guru, claiming Davinder Singh's role in the 2001 Parliament attack has also been sent for a forensic examination.

The recovery of incriminating documents from Davinder Singh's residence like the location map of an infantry field beside the arms and ammunition, speaks volumes about his involvement in a larger conspiracy.

The Delhi Police had also recovered an IGI Airport sketch from the possession of Hazi Ghulam Moinuddin Dar @zahid and others.

Security Agencies fear that the deadly nexus between the police and the terrorists was not limited to Davinder Singh alone. There might be other black sheep in the state police force.

Dozens of SPOs and jawans have deserted police force during the past decade and became terrorists. A transparent and thorough investigation will be able to expose the nexus which was also responsible for the bloodshed in the Valley.
