Had Pak surfaced any other pilot(s) besides Abhi Nandan, they'd have to be returned to India.

Reasons to brush second arrest under the carpet:

(1) And, since India denied that they lost any SU-30, so ISPR changed statement of arrest of a second pilot, and decided to play along. So that Pak could keep them in custody, while India keeps denying.

(2) Also, at the same time, Pak saved Russia some face by not overtly announcing SU-30's hit (except only later & in subtle ways). Since Pak is already warming up to Russia so that's a good will gesture that Pak won't spoil Russian Su-30's image.
