In parliamentary form of government every minister can be held responsible and answerable for the decisions of government, so there is no harm if Defence Minister, who was Energy Minister also in the past, answers questions related to his previous ministry.

A question was raised there that when people would go home early, more children will be born. In response, Khawaja Asif said that in countries where markets close early, children are born less, means, the birth rate is low there. By what logic are you asking this question?

Even better question: why is there a Defense Minister at all? Isn't it a waste of money when all real security decisions are taken by the mil itself and the DM can't command them to do anything in reality?

First question is always the 'Standing': Did the defamation occur in UK? Is the Defamer an ordinary resident of U.K.? Then the victim has recourse to U.K. Law and courts. But, if the victim is an Intelligence Officer, by definition, he is not 'famous', is he? He has to probably be undercover to be an intelligence officer. So, suing in a court means he will be outed.

Rest of your arguments in terms of precedent, Sovereign immunity etc., are not valid because he is suing as a victim. Any victim anywhere can choose to pray that a court having jurisdiction render justice. The questions of Precedent and Sovereign immunity are applicable if he were the party being accused. If the U.K. person were to sue the ISI person, then the ISI person can exercise immunity etc., if the cause were not internationally recognized crimes that Pakistan was a party to extradition.
I would agree with you if this was exclusively in his personal capacity. He is suing as a current serving officer of the ISI, for disrepute of what he does in his official capacity as that officer. That is the reason why this can get muddy. Hence by suing in his official capacity as an officer he is allowing a foreign court jurisdiction over this case. I think he has grounds to perhaps litigate in a Pakistani court, though even there is makes little sense given his type of work. But the idea that a UK resident (individual) can be litigated on the basis of their political views on a officer of a foreign Intel agency just does not hold water.
Such a case would also be a test of the UK justice system. Adil should get good legal crown lawyers, and make sure he is represented well.

Can someone please help me understand how this is even possible? Who is giving these guys legal advice? How did high command give this authorization? Is the incompetence so rampant within our most important institutions. Where is the AG and JAG on this? Are they really giving this advice? Even as a non-lawyer I can tell you how bad this advice and move is.

Suing someone opens yourself up for scrutiny. This army officer's plea will be hard pressed to be entertained. And let's say it does get entertained, then basically this officer can be called to the court. He is essentially as a member of a foreign sovereign operating under a foreign sovereign mandate putting himself and indirectly the foreign sovereign under international in this case UK jurisdiction (thereby creating a precedence if he brings some official authorization of this lawsuit. It helps UK courts establish a precedence where they can argue in future cases that the veil of Soverign immunity has been peirced.

Furthermore if I was Adil Raja I would have a field day with this lawsuit.
I would request deposition of this officer, it would essentially kill the officer intelligence career. It would force the officer to be deposed, which would force them to respond to all and every question. In this exercise he would be legally obliged to answer all questions. This could be highly embarrasing and even one lie would undermine the entire case, not to mention make it impossible for the officer to respond. That could be highly embarrassing for the officer, his institution and the country.

It is mind numbing to think someone gave this officer the guidance to litigate. Pakistani institutional competence has hit a new low.
I don't believe the move is ill advised. Even if Raja asks to depose this officer, what is he going to ask,"Did you rig the election ??" , "No"...There, 🎣 expedition over. On the other hand, "How did Mr. X rig the election?? " ...Bunch of mumbo jumbo..." .Objection, speculation , hearsay...sustained...headscratch...awkward silence....Raja lost....!!!

Although entire current imported cabinet are bunch of useless jokers but this is correct strategy and sooner or later we have to implement this. This idea was actually first coined during IK tenure but never got materialized because of corona after math.
They should first start with austerity measures implemented at Federal Government level. 70+ ministers in the cabinet, another 70 SAPMs, Grade 19+ bureaucrats, judges givens hundreds of liters of petrol and cars every month.

Start from there. Atleast restaurants and eateries should be exempted. How many Pakistanis go out to eat at 6-7pm? It will impact livelihood of people.

Exactly. He will be giving his deposition under oath and severe penalty for perjury. Adil Raja's lawyer can even go on a fishing expedition and these bozos may inadvertently spill something even more sensitive.
