Most change initiatives fail due to poor transition. Half hearted, ill-planned projects eventually strengthen status-quo. Unfortunately, Pakistan has been a victim of this approach. Honesty and good intentions are not enough to ensure positive results. An effective project team is needed to achieve the desired outcome

China and Pakistan are ‘Iron Brothers’ who have been working together for mutual gains. While the People’s Republic is poised to lead the world, the Islamic Republic is lagging behind. So far the exchange has been in technology transfer and trade which is not enough, an ideological change is needed in the motherland.

After his recent visit to People’s Republic of China (PRC) the Prime Minister (PM) decided to send a delegation of Pakistan Tehreek-e-Insaf (PTI) to learn from the framework of the Communist Party of China (CPC). The 20 member delegation was led by Engr. Arshad Dad the Secretary General of PTI to spend time at the CPC training institutes (Nov 19-26). Every province has 80 to 90 institutions where party members and civil servants are trained to serve the people. There are about 100 professors who teach here, half of them hold Ph.D. degrees. There is a weekly performance evaluation for the students and the staff.

CPC has a membership of 90 million individuals who are the backbone of the Chinese Revolution. Membership is through a very strict criteria. Party card holders command authority and respect. It is widely believed that Maulana Abul Ala Maududi the founder of Jamaat-e-Islami introduced a similar membership criteria as practiced by CPC, that is why it is a well knit political outfit.

China and Pakistan have been involved in technology exchanges since the seventies. The heavy industries complexes in Taxila (HMC,HEC,HFF) were built with Chinese assistance. Recently the JF-17 Thunder fighter aircraft has been developed by Pakistan Aeronautical complex (PAC) Kamra with collaboration from our ‘Iron Brothers’. Pakistan has also assisted the People’s Republic in certain specialized sectors including business negotiations with the West. The USA – China linkage was also established with mediation of the Islamic Republic. Bhutto was the last international leader to meet the founder of the Chinese Miracle which has changed the lives of 1.4 billion of its citizens. Chairman Mao and Comrade Chou-en-Lai stand out as the most important personalities of the twentieth century.

I am confident that a detailed visit report will be prepared by Comrade Aizaz Asif who was a member of the PTI team. Like PTI, the All India Muslim league also had a progressive group led by Mian Iftikhar uddin who then founded the The Progressive Papers Limited that published the Daily Pakistan Times. The Progressive Movement continued till the brutal crackdown by the third dictator who introduced an era of ‘Retrogressive Politics’ which hopefully is finally coming to an end with imprisonment of its key players. In order to combat poverty Pakistan has to pursue a pro-people progressive ideology. After the breakup of Soviet Union, PRC stands out as beacon of progress and leader of a new social order. While USSR stood for ‘United Socialist Soviet Republic’ the Chinese have used the nomenclature of ‘People’s Republic.

China has a single party system. Then there is an effective network of ‘Think Tanks manned by professionals. Policy frameworks are prepared and then sent to the party leadership. After debate and discussion with the rank and file of the party, the implementation phase is started. The party training institutions then train both its members and the implementers to achieve a smooth transition.

Honesty and good intentions are not enough to ensure positive results. An effective project team is needed to achieve the desired outcome. Foreign experts and expatriates can play a role but it is the team on the ground that has to deliver. Local team building is vital for meaningful progress that is why China has set up a network of training institutions on the lines of National Defence University of Pakistan.

Political parties in Pakistan are disorganized and personality driven. China gained freedom in 1949 two years after us, yet their progress is remarkable mainly due to their ideology. Their human development efforts have paid off. No society can function without uplifting each each one of its member. In the words of Iqbal:

“Har Fard Hai Millat Ke Muqaddar ka Sitara” (Every citizen has to shine for the nation to rise).

In the People Republic of China every citizen has been catered to for a while in the Islamic Republic of Pakistan only a handful have been served. A major change of direction is needed. As a constitutional democracy our options are limited. Either we strictly follow the consensual document or prepare for a revolution, the middle ground no longer exists.

As a party of change PTI can organize itself on the lines of CPC to build a structure and cadre of workers to serve the masses. From 2006 to 2011 PTI under the guidance of Comrade Ahsan Rashid, we were moving in this ideological direction. There were four functional Think Tanks and a sixteen member shadow cabinet. Now that the party is in power it has formed its own team, it urgently needs the “Think Tanks” to formulate the way forward. In the words of “Habib Jalib”, More than assistance, Pakistan should understand and then implement the Chinese system of governance. The PTI’s visit report is anxiously awaited to set the future course of the country. It will also revive the memory of the late Ahsan Sahib a founder member of PTI who worked tirelessly to organize the party at the grass root level. In his very first speech as PM, the Kaptaan talked about the selfless innings of Ahsan Sahib, now his vision for the party can be implemented by adopting the approach of CPC to serve the people of China; their ideology has worked for them, it can now help build ‘Naya Pakistan’ as envisioned by the founding members of the party. The PM House in Islamabad and the four Governor Houses should be converted into Centres for Public Policy to train the future civilian leadership of the country on the lines of the People’s Republic.

Well we just need to practice Islam, that is more than enough. Failing that we just need the good folks to setup the gallows and start hanging the corrupts. China followed a certain route due to it's unique circumstances. We don't need to follow that route and it is unlikely even if we did the outcomes will be the same. It was the will of some unique Chinese people who achieved unique outcomes and propelled China to super power status in such a short time.

The funny thing is China took off only after abandoning its ideology. The Chinese Communist Party is extremely pragmatic and is only interested in what works. The era of ideological debating has long gone in china.

True. I used to live with a Chinese guy during my college days and he told me that the West thinks we are "communist" but not in the western sense of it. They are Chinese. That is their ideology.

Just wanted to say that Maududi is not the parallel that Pakistan should seek if it wants to develop even in the manner that China has.

He was one of the greatest scholars we produced and had a major influence on Sunni/Shia Muslim thought in Pakistan.

We can’t divorce Islam from Pakistan, it is simply not possible.

Sorry but Pakistan should seek guidance from the works of those like Faiz rather than from a regressive mind like Maududi.

Look at the average modern-day Indian Muslim and Pakistani Muslim. Instead of progressing to be like Jamal Abdul Nasser they have regressed to be like Taliban.

Maududi is not Islam.

He may have been decent Islamic scholar I am no secualrist but I pin blame on him for the messy politics Pakistan ended up going after the 1970s plus put in the geo-political mess the Cold War bought in and you get a toxic cocktail of bad politics that would spin out of control once the USSR left in the early 1990s

True. I used to live with a Chinese guy during my college days and he told me that the West thinks we are "communist" but not in the western sense of it. They are Chinese. That is their ideology.

Of course most Chinese are capitalist in nature heck even during the Cultural Rev era they were underground illegal markets that many low level officials in the CCP made money out of the peasants

They abadon that the second Mao died in 1976 and by 1978 the Deng crew would practically make China "Communist in name only"

Of course copying the PRC,Vietnam or whatever ex Communist state would probably not work but I think one thing for sure Pakistan should learn from the Chinese is focus on getting the economy working first then debate the politics and geo-politics when you are in stronger state

His biggedt error in my eyes was the fact that he didn’t support the Pakistan movement until after independence. Many of his greatest students became fierce advocates and allies of the Pakistan movement.

Deobandis have generally been fiercely patriotic and nationalistic for Islamic groups, mostly because of Marlena Maududi’s urge to action.

His second major error was involving Jamat e Islami in electoral politics which turned it into just another corrupt ineffectual party, instead of revivalist movement it was meant to be.

However the ideology of Maulana Maududi is bold and revolutionary showing a man comfortable with his Islamic identity and lifestyle.

I recommend a small pamphlet ‘Towards understanding Islam’ by him.

I respect him as a scholar of Islam as a political activist and politician not so great first not supporting the Pakistan movement was an error involving the Cleric class in politics another error which lead to long term disatisfaction with Islamist politics among many folks

I heard good things about Maududi. But Maududi was no politician unfortunately.

Maududi was a great scholar, but he was no politician.

Indeed it was a big mistake for Maududi not to support Pakistan from the beginning.

Now Pakistan is a nuclear weapons power. I wonder what he would have thought had he live longed enough.

And then there are idiots who think that partition was wrong or a mistake. :lol:

I have seen people knocking themselves down a few notches to appease others but never have I ever seen people as eager and conducive as Pakistanis! Go ahead knock youselves down further in hopes that others will accept you! Remember no one! NO ONE will ever respect you when you knock yourself down! In fact they'll knock you down further. Only when you will respect yourself and KNOW yourself will you ever be respected and looked upto! One can never be a leader who himself doesn't see his place as a contributor and a success at that... so, try being like Europeans, Americans, Chinese or whoever is up and comming but know that your fate is sealed till you will see yourself and know yourself to be equal and essential.
