Can’t they allow any institution to grow organically and within the framework it is supposed to work as per the constitution.

Any institution where the chief can be appointment by the Government is always compromised because they have to do what they are told otherwise they get removed from the post. Police, PEMRA, and any other Government run institutions will never be independant in Pakistan sadly.
