Composition of NDMC

  1. As soon as may be after the commencement of this Act the Federal Government may, by a notification in the Official Gazette, establish a Commission to be known as the National Disaster Management Commission.
  2. The National Commission shall consist of :-
    a. The Prime Minister of Pakistan Chairman
    b. Leader of the Opposition in the Senate Member
    c. Leader of the Opposition in the National Assembly Member
    d. Minister for Defense Member
    e. Minister for Health Member
    f. Minister for Foreign Affairs Member
    g. Minister for Social Welfare and Special Education Member
    h. Minister for Communication Member
    i. Minister for Finance Member
    j. Minister for Interior Member
    k. Governor Khyber Pakhtunkhwa (for Federally Administered Tribal Areas) Member
    l. Chief Ministers of all the Provinces Member
    m. Prime Minister, Government of AJK Member
    n. Chief Executive (Chief Minister), Gilgit Baltistan Member
    o. Chairman, JCSC or his nominee Member
    p. Representatives of Civil Society or any other person appointed by the Prime Minister Member
    q. Chairman, National Disaster Management Authority (NDMA) Secretary
  3. The Director General, appointed under sub-section (3) of section 8 shall act as ex-officio Secretary of the National Commission.

Mandate of NDMC

  1. Subject to the provisions of NDMA Act 2010, the National Commission shall have the responsibility for laying down the policies, plans and guidelines for disaster management.
  2. Without prejudice to generality of the provisions in sub section (1) of the NDMA Act 2010 , the National Commission may :-
    1. Lay down policies on disaster management.
    2. Approve the National Plan.
    3. Approve plans prepared by the Ministries or Divisions of the Federal Government in accordance with the National Plan.
    4. Lay down guidelines to be followed by Federal Government and Provincial Authorities.
    5. Arrange for, and oversee, the provision of funds for the purpose of mitigation measures, preparedness and response.
    6. Provide such support to other countries affected by major disasters as Federal Government may determine.
    7. Take such other measures for the prevention of disaster, or the mitigation, or for preparedness and capacity building for dealing with disaster situation as it may consider necessary.
  3. The Chairperson of the National Commission shall, in the case of emergency, have power to exercise all or any of the powers of the National Commission but exercise of such powers shall be subject to ex-post facto ratification by the National Commission.

National Disaster Management Authority (NDMA)

Composition of NDMA

  1. The Federal Government shall, immediately after issue of notification under sub-section (I) of section 3 of NDMA Act 2010, establish an Authority to be known as National Disaster Management Authority.
  2. The National Authority shall consist of such number of members as may be prescribed and shall include [the Director General] as its Chairperson.
  3. There shall be a Director General of the National Authority, to be appointed by the Federal Government, on such terms and conditions, as may be prescribed.

Mandate of NDMA
  1. Act as the implementing, coordinating and monitoring body for disaster management.
  2. Prepare the National Plan to be approved by the National Commission.
  3. Implement, co-ordinate and monitor the implementation of the national policy.
  4. Lay down guidelines for preparing disaster management plans by different Ministries or Departments and the Provincial Authorities.
  5. Provide necessary technical assistance to the Provincial Governments and the Provincial Authorities for preparing their disaster management plans in accordance with the guidelines laid down by the National Commission.
  6. Co-ordinate response in the event of any threatening disaster situation or disaster.
  7. Lay down guidelines for or give directions to the concerned Ministries or Provincial Government and the Provincial Authorities regarding measures to be taken by them in response to any threatening disaster situation or disaster.
  8. For any specific purpose or for general assistance requisition the services of any person and such person shall be a co-opted member and exercise such power as conferred upon him by the Authority in writing.
  9. Promote general education and awareness in relation to disaster management.
  10. Perform such other functions as the NDMC may require it to perform.

2,000 additional ventilators to be sought from China

ISLAMABAD: National Disaster Management Authority Chairman Lt Gen Mohammad Afzal said on Monday that keeping in view the need of the country during the coronavirus pandemic, 2,000 additional ventilators would be sought from China.

The Parliamentary Committee on Coronavirus Monitoring held its first meeting today, where the NDMA chairman gave a briefing. National Assembly Speaker Asad Qaisar presided over the 25-member bipartisan committee of the lawmakers comprising members from both the Houses of the Parliament.

In his briefing, the NDMA chairman said that there are more than 3,800 ventilators present in the country as of now. He added that the public sector has 2,200 ventilators while the rest are with the private sector.

He said that on April 9, around 500 more ventilators will reach Pakistan.

As for the medical staff fighting the virus on the frontline, the authority’s chairman said that 29,000 medical kits have been provided to the provinces.

“137 hospitals have been allocated for fighting the virus,” he said, adding that medical kits will be sent to the incharges of all the hospitals.

He said that across the country 22 laboratories are operational in terms of testing and so far, 35,000 tests have been conducted.

The NDMA chairman said that the doctors from Lahore, Karachi, Rawalpindi will be trained regarding the ventilators.

In the first meeting, Adviser to Prime Minister on Finance Dr Abdul Hafeez Sheikh and Adviser on Commerce and Industry Abdul Razak Dawood are expected to brief the legislators with regard to the impact of coronavirus pandemic on the country’s economy and on the measures to be taken for its revival.

The committee and its purpose

As per terms of reference (ToRs), the parliamentary committee would periodically review, monitor and oversee issues related to coronavirus disease and its impact on the economy.

The parliamentary committee will also periodically review, monitor and oversee the implementation on National Plan of Action on Coronavirus with a view to ensuring its expeditious implementation.

The committee would appoint a sub-committee to prepare detailed ToRs and the periodical report of the committee will be presented to both the Houses of the Parliament.

A few days back, after the formation of Parliamentary Committee on Coronavirus, Asad Qaisar in an interview to a private news channel said the parliamentary committee will keep an eye on all the activities on coronavirus and will take immediate action where ever it notices any dereliction of duty.

He had said that the government would put its policy before the parliamentary committee on economic issues and plan of action to take it out from the present crunch.

The committee comprises federal ministers Shah Mehmood Qureshi, Khalid Maqbool Siddiqui, Chaudhry Tariq Bashir Cheema, MNAs Khawaja Muhammad Asif, Raja Pervez Ashraf (nominee of PPP parliamentary leader), Maulana Asad Mehmood, Khalid Hussain Magsi, Nawabzada Shah Zain Bughti, Amir Haider Khan Hoti, Muhammad Akthar Mengal and Ghaus Bux Khan Mehar.

The parliamentary leaders from Senate included in the committee are senators Leader of House in the Senate Syed Shibli Faraz, Mushahidullah Khan, Sherry Rehman, Barrister Muhammad Ali Saif, Aurangzeb Khan, Mir Hasil Khan Bizenjo, Maulana Abdul Ghafoor Hyderi, Sirajul Haq, Muhammad Usman Khan Kakar, Sitara Ayaz, Dr Jehanzeb Jamaldini, Syed Muzaffar Hussain Shah and Anwaar ul Haq Kakar.

Federal ministers Pervez Khattak, Asad Umar and Senator Azam Khan Swati and Prime Minister’s Advisor on Finance Dr Abdul Hafeez Shaikh and Special Assistant on Health Dr Zafar Mirza, respectively will be ex-officio members of the committee.

Chairman National Disaster Management Authority Lt.Gen Muhammad Afzal on Wednesday said that 235,000 corona testing kits would be available in the country till Friday and 100,000 more testing kits were also coming here till Wednesday night.

Briefing media, after attending National Coordination Committee (NCC) meeting,he said the kits would be handed over to provinces after thorough checking. Out of those imported kits, 35,000 testing kits would be provided to Sindh, 25,000 each to Khyber Pakhtunkhwa and Punjab and 15,000 testing kits would be provided to Balochistan.

NDMA has provided 17,000 N95 masks, kits to Punjab, 8,000 to Sindh, 97,000 to Khyber Pakhtunkhwa, 6,200 to Balochistan,,2750 to Gilgit-Baltistan,1,000 to Islamabad Capital Territory (ICT),2,800 AJK.

He said the demands of provinces were being entertained. NDMA has provided Personal Protective equipments (PPEs) to Punjab enough for 18,000 as comparing to demand for 600 persons. Similarly 20,000 PPEs were provided to 56 hospitals of Punjab in next three days.

NDMA has provided 42,000 PPEs to Sindh as comparing to the calculated requirement of 9,000. The equipments will be delivered to 42 hospitals of the province within the next three days.

Khyber Pakhtunkhwa has the written demand of providing 940,000 PPEs. As many as 10,000 had already been supplied and the rest would be supplied within the next three days.

Likewise, Balochistan has been supplied 8,000 PPEs as comparing to calculated requirements of 2,000. Gilgit-Baltistan had demanded 15,000 PPEs, NDMA would provide them 24,000 PPEs. NDMA was planning to supply more 4,000 PPEs to them. Islamabad Capital Territory Hospitals have demanded 18,000 PPEs. NDMA had already supplied them8,000 PPEs while 6,000 would be given within next three days.

Azad Jammu and Kashmir had demanded 10,000 PPEs, and 13,000 had already been supplied plan was being finalized to supply them 2,000 more PPEs as soon as possible.

The ventilator requirements of provinces and centre would be fulfilled, he said adding that only 14 laboratories had the facilities of conducting 2,000 corona tests till March and right now, 22 laboratories are working. The equipments of 12 laboratories were being sent to provinces. Four extra machines are being sent to Khyber Pakhtunkhwa. The equipments of two more laboratories would be sent to Punjab for enhancing corona testing capacity.

25 systems of enhancing testing capacity of laboratories would come to country soon. Each divisional headquarter of the country would have corona testing facility within a short span of time.



PEIRA for granting 20% fee concession to parents, School associations rejects decision


Private Educational Institutions Regulatory Authority (PEIRA) Wednesday directed the private schools working in Islamabad Capital Territory (ICT) to must grant 20 percent concession in monthly fee of students for the month of April and May, 2020.

According to a notification issued by PEIRA, the decision has been taken to provide relief to the parents during nationwide lockdown owing to the outbreak of coronavirus pandemic.

However, PEIRA clarified that those educational institutions that were charging monthly fee less than
Rs 5000, do not fall under this order.

As per earlier directions of PEIRA, no educational institution shall collect fee in advance except on monthly basis. Therefore any fee challan (if already issued) in violation of this policy may be cancelled and fresh fee challans for fee collection on monthly basis to be issued accordingly, it added. Hence, parents/guardians were also advised to pay fee in a timely manner.

It also directed that the services of all staff members working in private schools including teaching and non-teaching staff not to be terminated and staff salaries to be paid on regular basis during afore-stated period till May 31, 2020.

The notification further stated regarding announcement of Cambridge International on school examination in the May/June 2020 and subsequent policy decisions, the students who want to appear in CIEs upcoming examination (October/November 2020 Series) may be permitted in accordance with CIEs policy. However, rest of the students may be dealt as internal policy of schools concerned.

All educational schools till intermediate level in ICT were strictly advised to ensure compliance in true letter and spirit.

On the other side, the ICT Parents Association had rejected 20 percent relief in monthly fee. The association wanted implementation of Supreme Court verdict in that regard.

Meanwhile, Central President of the Private Schools Association Chaudhary Ubaid said that rather to create confusion, PEIRA should take this decision back in respect of Supreme Court earlier orders.

He said that association rejected the federal and provincial governments decision regarding 20 percent decrease in fee.

Ch. Ubaid further stated that teachers salaries were fixed, adding that 90 percent of private schools had rented buildings.

He said that the association rejected the PEIRA decision and will move to the court to challenge it.

He also requested the prime minister to announce an educational relief package for private schools in wake of COVID-19 pandemic.

Over 3800 ventilators available in country:

Chairman National Disaster Management Authority (NDMA) Lieutenant General Muhammad Afzal has said over 3800 ventilators are available in the country, while two thousand more will be imported from China.

Briefing Parliamentary Committee in Islamabad on Monday, he said five hundred ventilators will reach Pakistan on Thursday, while 29,000 protective kits for doctors and paramedics have been provided to provinces. He said 137 hospitals, have exclusively been dedicated for the patients of Coronavirus. He said 22 laboratories are working across the country.

The National Disaster Management Authority (NDMA) on Friday received the first consignment of the medical relief equipment, procured with the financial assistance from the National Disaster Risk Management Fund (NDRMF) amid pandemic outbreak in the country.

The consignment, which reached Islamabad airport from China on Friday, included medical equipment such as PCR testing kits, mobile X-ray machines, Chinese KN95 masks, disposable medical masks and water-impermeable surgical gowns.

The NDMA is procuring health products in a phased manner. Till date, the authority had procured 36,000 screening kits, 14 X-ray machines, 196 clinical ICU ventilators, 150,000 KN95 masks, 2 million disposable medical masks, 40 large biosafety cabinets, 30,000 water-impermeable surgical gowns, besides PPE, under the grant financing from the NDRMF.

Considering the availability of limited health management resources in the country to manage the growing number of cases every day, the government requested the international development partners to help it bridge the financial gap to procure medical and health equipment to respond efficiently to control the spread of the virus.

The NDRMF was the first donor to approve the grant financing to the NDMA. It approved project aimed to ‘Enhance Pakistan’s Capacity for Preparedness and Response for COVID-19’ with the total project cost of Rs7.9 billion.

The NDRMF deposited Rs3.2 billion in the government account, which facilitated in the timely procurements of necessary medical and health equipment from abroad. The Asian Development Bank (ADB) also re-appropriated an additional $30 million from the loan granted to NDRMF.

The NDMA, being the lead operational agency to coordinate COVID-19 response, will be responsible for the overall management of project, including procurement, quality assurance, inventory and supply chain management and financial and audit arrangements.

A special PIA flight carrying relief supplies including gloves and testing kits worth three million dollars from Beijing has reached Islamabad

Spokesperson NDMA said that PIA’s flight PK-852 carrying 14 tons of medical equipment including 100 thermal scanners, 0.9 million masks, 60 thousand glasses 3,000 protective gears and Mobile X-ray machines has reached Islamabad.

ISLAMABAD: Another plane carrying medical aid from China arrived in Islamabad on Saturday, the National Disaster Management Authority (NDMA) said.

According to chairman NDMA, the supplies, that include 59 ventilators, about 936kg of surgical masks, protective suits, safety lenses, thermometers, and 1720 kg of unstitched cloth for surgical gowns, will be distributed to all provinces accordingly.

Speaking to the media, Chairman NDMA Lt General Mohammad Afzal stated that the consignment that arrived on Saturday was received by Minister of Climate Change Zartaj Gul at Islamabad International Airport.

He also said that Pakistan had the capacity to test virus patients across the country for another 75 days. "The supply of goods that arrived from China will be sent out to all small-scale hospitals in Khyber Pakhtunkhwa and other provinces," he said.

The chairman went on to say that all supplies were purchased on the finances allocated by the federal government, and no provincial funds were used for the procurement of the medical relief equipment. “Army chief has also ensured testing facility in 11 army laboratories," he informed reporters.

Another shipment of resources from China was received by NDMA on Friday. The consignment included medical equipment such as PCR testing kits, mobile X-ray machines, Chinese KN95 masks, disposable medical masks and water-impermeable surgical gowns.

Chairman National Disaster Management Authority (NDMA) Lieutenant General Muhammad Afzal said Pakistan has the testing facility available for 75-days to diagnose Corona virus or COVID-19 pandemic disease.

Addressing media after receiving medical equipment and goods from Chengdu, China at Islamabad International Airport along with Minister of State for Climate Change Zartaj Gul, he said it was invalid to narrate that existing number of tests conducted were less than the demand or capacity.

“The present 3,000 to 4,000 tests conducted per day has been done as per the measures of the provinces that can be increased further and is up to the provincial governments. We are increasing our present capacity for holding tests of COVID-19. Pakistan has the capability to hold 30,000-40,000 tests per day.”

Chairman NDMA said there was no shortage of testing kits and machines required to contain COVID-19.

He added that the medical equipment imported from China would be provided to all of the provinces. “NDMA has started supplying the medical equipment to the provinces on its own with the assistance of Pakistan Army.”

General Afzal said the doctors and paramedics were the frontline soldiers of the country in its fight against COVID-19, adding, “We assure our doctors and medical staff that they will not be left alone in this fight.”

He mentioned that in order to further improve the capacity of testing laboratories every lab would have 2-3 bio-labs.

He informed that all sorts of hospitals in Khyber Pakhtunkhwa had received medical equipment whereas hospitals in Punjab would receive protective equipment tomorrow as the medical goods were released. “The consignment of medical has been prepared for Sindh and would be provided soon.”

However, the medical goods and equipment imported from China was brought through PIA’s 777 aircraft from Chengdu comprising 22 tonnes of supplies.

The equipment reached included 59 ventilators and 936 kilograms of surgical masks. It also had protective gowns alongwith 1720kg of cloth used in preparing masks and gowns.

There were also gloves and ready-made protective suits. Thermometers and safety glasses were also included in the equipment.

NCOC National Command & Operation Centre Islamabad

As part of National effort for containment of COVID-19 , Frontier Works Organization (FWO) is constructing Isolation Hospital and Infectious Treatment Centre (IHITC) in Islamabad in collaboration with National Disaster Management Authority (NDMA) and National Institute of Health (NIH) on Turnkey basis. Earth breaking of said facility was done by PM Imran Khan on 26 March 2020.

The 250 bedded prefabricated state of the art hospital would be used to treat not only Coronavirus infected patients under best available equipment and medication but also be available for treatment of other infectious diseases. Construction work on the project is in full swing and would be completed within 35 days.

The construction teams of FWO are working round the clock, ensuring proper anti-corona precautions for the complete workforce, in a bid to hand over this hospital for its operationalization by 5 May 2020.

ISLAMABAD : National Disaster Management Authority (NDMA) Chairman Lieutenant General Mohammad Afzal on Monday said that Pakistan would soon attain the capacity to conduct 40,000 tests for the coronavirus per day.

Talking to the media after receiving a consignment of 18 tonnes medical equipment from China arrived in Islamabad through a special PIA flight, he said in the next few days the country’s laboratories would be able to conduct up to 40,000 tests daily.

He said the National Disaster Risk Management Fund (NDRMF) had collaborated with the NDMA in procuring the medical equipment valuing $50 million from China.

Afzal said the consignment arrived today included 15 x-ray machines, 159 ventilators, 200 thermal guns, 290,000 surgical masks, 15,000 protective gowns, 30,000 gloves 5,000 safety goggles and other personal protective equipment (PPE).

“Three to four more flights carrying mostly PPE and ventilators would arrive soon,” he added.

The NDMA chairman thanked the NDRMF for sponsoring huge consignments of medical equipment.

NDRMF Chief Executive Officer Lt Gen (retd) Nadeem Ahmed said that the fund is procuring the PPE to ensure the safety of doctors and paramedics who are on the front line in the fight against the coronavirus.

He said the Asian Development Bank (ADB) was funding around $105 million to the NDRMF for procuring more medical equipment, which would be provided to the federation and the provinces through the NDMA. The World Bank would also give $60 million to Pakistan for the purpose.

Nadeem Ahmad said the NDRMF would try to create earning opportunities for the people, whose businesses or employments had been affected due to the lockdown.

He said negotiations were nearing conclusion with the French Development Bank for $40 to 45 million to procure more medical equipment.

National Disaster Management Authority (NDMA) is dispatching fourth consignment of Personal Protection Equipment (PPE) for doctors and health workers of Balochistan and Gilgit-Baltistan.

According to NDMA Spokesperson, these PPE include surgical masks, N-95 masks, protective gowns, gloves, shoe covers, surgical head covers, face shields, protective goggles, and sanitizers.

He said that fourth consignment of PPEs to Khyber Pakhtunkhwa has already been sent. He said provision of PPEs is also continuing to hospitals of Punjab, Sindh, and Azad Kashmir.

NCOC reviews measures in provinces, GB & AJK to meet coronavirus challenges

National Command and Operations Center was informed today (Saturday) that the Punjab government has developed a mobile application to indicate bed occupancy and availability of ventilators in each and every hospital of the province.

Punjab Health Minister Dr Yasmin Rashid informed this at the meeting of NCOC in Islamabad with Minister for Planning, Development and Special Initiatives Asad Umar in chair.

She said, necessary training is being imparted to the Rescue 1122 and provincial health department staff.

Asad Umar appreciated the Punjab government for taking a lead in developing an application which could update the health officials with real-time data. He directed the other federating units to replicate the initiative for effective handling those COVID-19 positive patients who have been home-quarantined.

Briefing the NCOC about smart lockdown mechanism in Punjab, Dr Yasmin said that the province is all set to issue detailed Standard Operating Procedures in that regard.

She said all out efforts would be made to enforce the smart lockdown across the province.

Sindh Health Minister Azra Fazal Pechuho said the virus spread in central and Northern Sindh has been increasing gradually, whereas less number of Coronavirus cases were reported in Southern part of the province.

She said that at least 22 areas have been under lockdown in Karachi which emerged as a virus hotspot in Sindh, and the virus was transmitting to other district due to inter-city movement of the people.

The representatives of Khyber Pakhtunkhwa, Balcohistan, Islamabad, Azad Jammu and Kashmir, and Gilgit Baltistan also apprised the NCOC about their strategies in enforcing the smart lockdowns in their respective areas.

The meeting was also informed that the Rural Support Programme has been activated in the federal capital to enhance community mobilization against the COVID-19.

Chinese military medical team commends NCOC for spearheading coronavirus response

A Chinese military medical team lauded the National Command and Operations Centre (NCOC) for spearheading Pakistan's response to the coronavirus by relying on scientific approach and advice of health experts.

A press release issued by the NCOC stated that a 10-member Chinese military medical team headed by Major General Huang Qingzhen visited the centre on Tuesday.

During the visit, the team was briefed about Pakistan’s efforts against the pandemic so far, and the country's future course of action including emergency response measures.

"The visiting delegation was apprised on Track, Trace and Quarantine (TTQ) strategy which is a cornerstone of Pakistan’s National COVID Effort," said the NCOC.

During the meeting, the Chinese team shared their experiences of early identification, early isolation and early treatment which helped China contain the pandemic.

The NCOC officials thanked the visiting delegation for sharing their expertise and valuable input. They also thanked the visiting delegation for all-out support extended by China to Pakistan in the fight against pandemic in all domains.

The Chinese military medical team is on an official visit to Pakistan and includes various specialists that are experts on disease control, pulmonologists, ICU, infectious disease and control, testing and nursing.
